About The Position

The Inspection and Code Enforcement Manager will play a critical role in supporting programs and inspection activities that directly affect the community. This position is responsible for planning, assigning, monitoring, and evaluating the work of staff engaged in regulating the use and occupancy of the public right-of-way. As the manager, you will provide oversight and leadership for Street Inspection Supervisors and teams of inspectors who receive, investigate, and resolve complaints involving a wide range of issues, such as sidewalk vending, display merchandise, tables and chairs, Shared Spaces installations, and other community-benefit activations. The manager must ensure that all activities comply with applicable standards, safety requirements, and accessibility guidelines. This role serves as a liaison between Public Works divisions, City agencies, and external stakeholders, addressing and resolving identified issues and supporting the planning, implementation, and administration of inspection components for various community-based initiatives.

Requirements

  • Education : A bachelor's degree from an accredited college or university
  • Experience : Five (5) years of professional experience at a complex organization in the regulation of the use of the public right-of-way in one of the following areas: Code Enforcement, Permit Issuance, Construction Materials Testing, or Plan Checking related to construction and maintenance.
  • Licenses/Certifications: Possession of a valid California driver’s license (Candidates must maintain a valid California driver’s license throughout employment.)
  • Education Substitution : May substitute up to two (2) years of education with additional years of qualifying experience (year-to-year).

Nice To Haves

  • Two years' experience in supervising staff engaged in regulating the use and occupancy of the public right of way.
  • Knowledge of San Francisco Municipal Codes
  • Knowledge of Commercial Inspection Services.

Responsibilities

  • Plans, directs, and manages the work of inspection teams, led by Street Inspection Supervisors, ensuring consistent enforcement of regulations across all assigned areas of responsibilities like street, sidewalk, utility excavation inspection activities and permits issuance inspection for construction within the public right-of-way.
  • Manages second-line supervisors, providing guidance, mentoring, performance evaluations, and support in resolving operational, personnel, or disciplinary issues.
  • Assists in the planning, development, implementation of important projects and programs across multiple sections/divisions within the Department of Public Works
  • Directs research on complex and highly technical issues, reviews alternatives, and makes recommendations to determine resolutions.
  • Supports professional development of staff by monitoring work performance and providing coaching, guidance, and feedback to improve effectiveness and productivity.
  • Assists in budget development and resource allocation for the bureau, including staffing, and equipment; monitors expenditures and ensures operations remain within budgetary constraints.
  • Oversees staff development and training, ensuring that all supervisors and street inspectors receive up-to-date safety training and skills development for emerging inspection and code regulations.
  • Monitors and evaluates the division’s effectiveness and efficiency in delivering inspection services by assessing organizational structure, staffing levels, financial systems, internal operations and recommend improvements and alternative approaches.
