The City of Phoenix currently has a vacancy for an Infrastructure Services Manager (ISM) to lead the infrastructure team. In this role, you will report to the Assistant Chief Information Officer of the Technology Services Division (TSD) within the Water Services Department (WSD). The ISM is a senior-level, hands-on technical leadership position responsible for managing the daily operations of a high-performing infrastructure team supporting a large, complex enterprise environment. This includes direct responsibility for managing and troubleshooting server administration, storage, virtualization, patching, backups, directory services, endpoint management, automation, and the deployment of infrastructure technologies to support critical business operations. This is a hands-on, technical role where you will be expected to personally resolve complex infrastructure and hardware issues, acting as the senior escalation point for your team. You will be directly involved in the technical work, providing expert guidance, performing advanced troubleshooting, and ensuring operational reliability. Candidates must have a current and relevant background demonstrating significant hands-on experience with complex enterprise systems and infrastructure technologies. This experience should be clearly detailed in your résumé and will be validated throughout the recruitment process. This opportunity is fully onsite as many of the responsibilities require you to work in-person with team members.

Requirements

  • Deep understanding of enterprise systems, including role-based access and security models, with the ability to manage remote access technologies in large-scale environments.
  • Demonstrated hands-on experience managing a technical team, with a focus on achieving business outcomes, data-driven decision-making, and resource management.
  • Advanced skills in project management methodologies and tools, ensuring projects are delivered on time, within scope, and aligned with organizational objectives.
  • Strong technical background, excellent leadership capabilities, and a history of delivering technology solutions that align with business outcomes.
  • Ability to lead cross-functional teams, promote knowledge sharing, and effectively collaborate with third-party vendors.
  • Expertise in IT security practices and the implementation of strategies to protect sensitive systems and data.
  • Two years of experience as an Information Technology Systems Specialist involving database management and on-line telecommunications, with a clear record of hands-on infrastructure experience resolving complex technical issues.
  • Bachelor's degree in computer science, computer information systems, or a related technical field.

  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

  • Two years of financial management experience, including budgeting and optimization of IT infrastructure expenses.
  • Four years of experience in a technical manager role in a large enterprise environment (1,000+ users), with hands-on expertise serving as an escalation point for senior technical staff.
  • Must demonstrate ability to troubleshoot complex issues, provide technical guidance, and lead a team of at least 10 IT professionals while actively supporting operational needs and contributing to solutions.
  • Five years of hands-on experience in/with: Managing enterprise systems with role-based access controls (RBAC) and security models, including responsibility for configuring and maintaining remote access technologies (e.g., VPN, VDI, or zero-trust solutions) in large-scale environments supporting 1,000+ users.
  • Implementing and managing IT security strategies within enterprise infrastructure environments. This includes direct responsibility for activities such as configuring and maintaining firewalls, securing cloud or on-premise servers, leading vulnerability remediation and patching efforts, implementing identity and access management controls, and guiding compliance with security frameworks (e.g., NIST, CIS, or ISO 27001).
  • Leading technical teams in delivering infrastructure or operational technology solutions that align with organizational or business outcomes. This includes direct involvement in solution planning, resource coordination, stakeholder communication, and measurable delivery of systems that improved efficiency, reliability, or service performance.
  • Six years of hands-on experience in/with: Hands-on leading and executing large-scale IT infrastructure projects, including the planning, deployment, and performance tuning of physical and virtual servers (e.g., Cisco UCS, VMware), enterprise network architecture, storage solutions, and cloud-based services (e.g., Azure, AWS). Experience includes using tools such as SolarWinds, vCenter, or similar for monitoring uptime, availability, throughput, and system performance.
  • Administering desktops, laptops, and mobile devices in a large enterprise environment (supporting 1,000+ endpoints). Responsibilities include configuring user access and remote connectivity, managing device security, deploying and troubleshooting software, applying system patches using tools like SCCM, Tanium, or similar, and joining/removing devices from Active Directory.
  • A large enterprise (1,000+ users) with deep understanding of enterprise security models, including role-based access control (RBAC), Active Directory permission management, group policy inheritance, and identity management across platforms such as Azure AD. Includes hands-on experience implementing and supporting remote access technologies like multi-factor authentication (MFA), SSL/IPsec VPNs, and secure configuration of remote endpoints.
  • Implementing IT security practices and strategies in a large enterprise environment (1,000+ users), including hardening Active Directory, securing desktops, laptops, and mobile devices, configuring VPN and endpoint protections, identifying and remediating security misconfigurations, and using tools such as CrowdStrike, Titanium, or comparable solutions to assess and strengthen the environment.
  • Systems monitoring tools, like Orion SolarWinds, Tanium, SharePoint, and Microsoft SCOM.

Responsibilities

  • Assist in developing, implementing, and adhering of IT policies and procedures that enable strong performance, security, and risk-management capabilities.
  • Develop leadership reports that include metrics, data, and dashboards as it relates to performance management, and system monitoring to measure and improve service delivery and team performance.
  • Establish and manage staffing levels using internal and external resources to ensure adequate resources are available to meet service level objectives and business demands.
  • Lead and manage technical teams, providing direction, mentorship, and performance feedback.
  • Convey technical concepts to both technical and non-technical stakeholders.
  • Align IT infrastructure strategies with organizational goals and business objectives.
