About The Position

The Infrastructure Protection Analyst serves as a critical infrastructure specialist within the Colorado Information Analysis Center (CIAC), Division of Homeland Security and Emergency Management (DHSEM). The position is responsible for providing advanced data management, GIS operations, and real-time analytics support that enhance the State of Colorado's situational awareness and critical infrastructure resilience before, during, and after disasters or major incidents.  The Analyst applies technical tradecraft, analytical judgment, and geospatial expertise to assess and protect the critical infrastructure sectors defined by the U.S. Department of Homeland Security. The position collects, verifies, and manages data from multiple public and private sources, maintains the integrity of datasets within the Critical Infrastructure Reporting Tool (CIRT) and ESRI ArcGIS platforms, and may perform complex spatial analyses to evaluate vulnerabilities, interdependencies, and potential cascading impacts.  The analyst integrates real-time data streams (e.g., Dataminr alerts, threat reports, and field intelligence) into GIS models and dashboards to support the CIAC's mission of detecting, analyzing, and disseminating information regarding threats to Colorado's infrastructure and lifeline sectors. The position prepares and presents finished intelligence products-both objective and interpretive-to leadership and partners, supporting decision-making, prevention, protection, and mitigation activities statewide.  In addition to technical duties, the Analyst may develop and deliver training and outreach to sector stakeholders on identifying vulnerabilities and implementing protective measures. The position collaborates with private, local, state, tribal, and federal partners to strengthen data-sharing relationships and ensure alignment with the Whole-of-State Critical Infrastructure Protection Program and legislative expectations.  This position provides daily and emergency GIS support to the CIAC Watch Center and Leadership and, as needed, the State Emergency Operations Center (SEOC), and may support other CDPS divisions and intergovernmental partners as resources allow. Utilizing professional discretion and creativity within established principles, the Analyst III determines analytical methods, develops visualizations and predictive models, and communicates findings that directly enhance Colorado's Common Operating Picture and statewide readiness.

Requirements

  • Three (3) years of  professional GIS experience providing support and collaborating with other partners in providing geospatial software information. GIS support in complex criminal cases, GIS support in an emergency operations center relating to disaster operations, experience providing GIS support in a fusion center work environment, or experience working and collaborating with local, state and federal partners on Geospatial and digital imagery work products. Intelligence analysis within a public safety, homeland security, or critical infrastructure environment, including critical infrastructure assessment experience and experience working and collaborating with local, state and federal partners.
  • A combination of related education, formalized apprenticeship program, certification, and/or relevant experience in an occupation related to the work assigned equal to three (3) years.
  • Requires successful completion of an extensive background investigation including reference checks, a polygraph examination, and fingerprint based criminal background check.
  • Must be a Colorado resident at the time of application.
  • During State Emergency Operations Center (SEOC) activations, the incumbent may be required to report to the SEOC during non-standard hours, including nights, weekends, and/or holidays.
  • Must be able to obtain and maintain a SECRET security clearance issued by the Department of Homeland Security (DHS).
  • This position is grant funded, the incumbent will be required to sign a waiver of retention.

Nice To Haves

  • Experience applying the ESRI suite of tools, specifically ArcGIS Pro and ArcGIS Online/Enterprise, for complex spatial modeling, network analysis, and visualization of critical infrastructure interdependencies.
  • Demonstrated ability to apply advanced analytical tradecraft to: Identify and map cross-sector interdependencies and cascading effects related to critical lifeline sectors.
  • Produce finished intelligence products, vulnerability assessments, and strategic advisories that inform policy and operational decisions.
  • Direct, verifiable experience integrating and monitoring real-time data feeds (e.g., sensor data, field intelligence) into live GIS dashboards and Common Operating Pictures (COP) to support rapid decision-making during incidents.
  • Demonstrated experience creating and managing geospatial data-sharing agreements, developing quality control (QC) procedures, and ensuring data integrity and security for highly sensitive datasets.
  • Specific experience or training relating to the 16 critical infrastructure sectors as defined by the U.S. DHS, particularly within lifeline sectors (Energy, Water, Communications, Transportation).
  • Direct knowledge of or experience working within a Fusion Center or similar intelligence analysis environment, applying the concepts of the intelligence cycle and protecting civil rights/civil liberties in analysis products.
  • Completed training and/or verified experience applying the National Incident Management System (NIMS) and the Incident Command System (ICS) in an activated Emergency Operations Center (EOC) environment.
  • Demonstrated ability to prepare and brief various formal intelligence products (threat, risk, vulnerability assessments) to diverse audiences, ranging from executive leadership to technical stakeholders.
  • Understanding of privacy, civil rights and liberties
