THE WORK: You’ll serve as the Owner’s HSE lead overseeing and validating the EPC contractor’s construction execution for a transmission compressor station. You’ll ensure compliance with Owner HSE standards, federal and state regulatory requirements (including OSHA and PHMSA 49 CFR 192/195), and industry construction best practices. You’ll provide direct oversight of field safety performance and verify contractor adherence to approved HSE plans. You’ll support safe construction delivery aligned with project milestones as a core member of the Owner’s construction management team, reporting to the Project Director / HSE Director. You’ll conduct regular field observations, safety walks, task‑specific risk assessments (JSA/JHA), toolbox talk participation, and verification of safe work practices. You’ll lead or oversee incident investigations, root cause analyses, and the implementation of corrective and preventive actions. You’ll monitor EPC contractor compliance with construction HSE plans, including lift plans, excavation and shoring, hot work controls, LOTO, electrical safety, confined space entry, PSSR, and pipeline construction safety protocols. You’ll review and validate EPC contractor HSE documentation such as permits, risk assessments, SIMOPS plans, method statements, and environmental controls. You’ll track and analyze HSE leading and lagging indicators, construction safety metrics, and trends to identify prevention opportunities and drive accountability. You’ll provide HSE briefings and reporting to Owner leadership, the construction management team, and external stakeholders as required. You’ll participate in constructability reviews, design reviews, and hazard identification (HAZID) sessions to embed safety throughout engineering and construction phases. You’ll support contractor management processes, including HSE onboarding, competency verification, and performance evaluations. You’ll coordinate closely with Owner, EPC, and subcontractor teams to manage SIMOPS, environmental compliance, and emergency response readiness across a multi‑contractor construction site. You’ll maintain a strong field presence, mentoring contractor and Owner personnel to foster a proactive safety culture. You’ll ensure compliance with all applicable federal, state, and local regulations related to pipeline and compressor station construction. You’ll perform additional duties as required in support of safe construction oversight (less than 5%).

Requirements

  • Bachelor’s degree in safety, Industrial Hygiene, Engineering, Construction Management, or a related field
  • Strong knowledge of construction HSE best practices, pipeline safety standards, and environmental compliance requirements
  • Demonstrated leadership ability in overseeing contractor HSE performance and influencing safe behaviors in the field.
  • Expertise in incident investigation, risk assessment, and regulatory compliance (OSHA, PHMSA, EPA)
  • Strong written and verbal communication skills, capable of interfacing with project leadership, contractors, and regulatory agencies
  • Proven ability to manage multiple construction priorities and maintain a visible, effective safety presence on site
  • Prooficiency in Microsoft Office Suite for reporting, data analysis, and presentations
  • Ability to work independently within an Owner CM team to ensure safety performance and project HSSE objectives are met.
  • OSHA 30 Construction required; OSHA 500/510 preferred

  • Advanced HSE certifications (CSP, ASP, CHST, CSHO, NEBOSH) preferred
