About The Position

The Information Technology Specialist (ITS) provides oversight for the entire information technology enterprise supporting SERDP and ESTCP. This includes the SERDP and ESTCP Management System (SEMS), the online proposal management and evaluation system, and the joint SERDP/ESTCP web site at https://serdp-estcp.mil/. The ITS is responsible for system security, compliance with DoD cybersecurity requirements, web site content management, database operations, and technical support for program meetings and webinars.

Requirements

  • Demonstrated expertise in state-of-the-art hardware and software.
  • Experience in web site management, including content management systems and web site migration to new operating platforms.
  • Experience in database management, including web-based project tracking systems with large data sets.
  • Experience with online reporting and management systems capable of tracking 400+ active projects and historical data back to FY1995.
  • Experience with acceptance and management of electronic proposals (online proposal submission platforms).
  • Knowledge of appropriate security protections for government web-based systems, including DISA compliance and cybersecurity best practices.
  • Ability to obtain required DoD security access credentials.

Nice To Haves

  • Experience with the SERDP and ESTCP Management System (SEMS) or equivalent DoD program management systems.
  • Experience managing large file transfer capabilities and long-term data hosting.
  • Experience supporting virtual/hybrid meetings and webinars at scale (1,500–2,000 attendees).
  • Familiarity with DTIC (Defense Technical Information Center) submission and document clearance processes.

Responsibilities

  • Maintain and support SEMS for approximately 400 active projects, ensuring system uptime, data accuracy, and compliance with DoD cybersecurity requirements (PWS §5.1.1).
  • Work with DISA to ensure SEMS complies with cybersecurity and information management requirements; report findings to the Authorizing Official.
  • Provide limited SEMS capability upgrades as directed by the SERDP/ESTCP Director.
  • Develop and execute a data management plan for all funded project data, including long-term hosting and large file transfer capability (PWS §5.1.2).
  • Maintain and host the joint SERDP/ESTCP web site; keep content current; draft news stories and blogs; update web pages for new start and complete projects (PWS §5.5.1).
  • Provide platform for web site transfer to new operating platform and content structure updates as needed.
  • Ensure program schedule for web page content review and updating is maintained.
  • Support bi-weekly webinar series (up to 2,000 attendees) and IPR virtual meetings (up to 1,500 participants); provide all necessary technical support (PWS §5.5.3).
  • Record, edit, and archive webinars for the joint web site.
  • Support online proposal submittal and tracking system for SERDP/ESTCP annual solicitations.
