About The Position

This position is located in Sacramento county in the city of Rancho Cordova. The position is eligible for hybrid telework, in accordance with the Statewide Telework Policy and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment. The California Department of Corrections Rehabilitation (CDCR) Headquarters has implemented a new automated system to streamline the hiring process. The Human Resources Technology System (HRTS) is an intuitive, user-friendly system that provides the applicant access to real-time updates throughout the hiring process. HRTS will require new candidates to set up an account, which allows them to track their application's progress. Through their account portal, candidates will also be able to provide any additional information needed in the hiring process, including setting up interviews as needed. This advertisement is for an Information Technology Manager II position. Located at EIS HQ/BIS in the city of Rancho Cordova, county of Sacramento. Under administrative direction of the Deputy Director, Enterprise Applications and Maintenance Support for the Enterprise Information Services (EIS), the Information Technology Manager II (ITM II) manages, directs, and has an overall responsibility for the on-going support of the Enterprise Resource Planning (ERP) solution for the Business information System (BIS) Program. The ITM II works with internal and external stakeholders, the Executive Steering Committee, control agencies, and contractors to mitigate and manage risks, identify new business needs, and ensure maintenance of the system. The ITM II negotiates new initiatives and resources with EIS's Director and Deputy Director of Enterprise Applications, Maintenance Support, Steering Committee, and keeps current on issues that may impact the progress of the Program. The ITM II is responsible for supervising staff in the design, development, testing, implementation, and maintenance of the software for the BIS Program. Specific expertise includes extensive knowledge of technology concepts, practices, and methods including the phases of the software development and analysis life cycle. Requirements

  • Extensive knowledge of technology concepts, practices, and methods including the phases of the software development and analysis life cycle.
  • Possession of Minimum Qualifications will be verified prior to interview and/or appointment.
  • Candidates new to CDCR/CCHCS are required to submit to a background investigation process utilizing Live Scan Fingerprinting, as well as a Tuberculosis test/evaluation prior to appointment, followed by department annual Tuberculosis testing/evaluation thereafter.
  • CDCR/CCHCS utilizes E-Verify to confirm candidate's identity and employment authorization.

Nice To Haves

  • 5 Years proven experience leading cross-functional IT teams and managing large-scale enterprise application portfolios.
  • Strong project and program management skills (e.g., PMP, Agile/Scrum certifications).
  • Ability to develop and execute strategic plans aligned with organizational goals.
  • Experience managing vendor relationships and contract negotiations.
  • Deep understanding of ERP systems (e.g., SAP, Oracle, PeopleSoft, Workday, Microsoft Dynamics).
  • Knowledge of system integration, data migration, and enterprise architecture.
  • Familiarity with cloud-based ERP solutions and SaaS platforms.
  • Understanding of DevOps practices and CI/CD pipelines in enterprise environments.
  • Ability to translate business needs into technical solutions.
  • Experience in business process reengineering and change management.
  • Strong understanding of financial, HR, procurement, and supply chain processes as they relate to ERP systems.
  • Understanding of data privacy, security, and compliance standards.
  • Excellent communication skills for engaging with executive leadership, stakeholders, and technical teams.
  • Ability to lead cross-departmental initiatives and foster collaboration.
  • Skilled in preparing executive-level reports, presentations, and briefings.
  • Track record of driving innovation in enterprise application delivery.
