Information Technology Director
About The Position
SUMMARY: Provides overall leadership and directs the agency’s technology efforts to ensure continuous development and execution of technical strategies that enable the agency to provide customers with world-class service and maintain a position as a technically innovative and forward-looking hospice. Supervises professional information technology staff. Participates as a member of the Sr. Leader team. The privacy officer oversees all ongoing activities related to the development, implementation, maintenance of; and adherence to the organization’s policies and procedures covering the privacy of; and access to, patient health information in compliance with federal and state laws and the healthcare organization’s information privacy practices. The Elizabeth Hospice is San Diego's oldest non-profit hospice of 45 years. We are growing and looking for talented individuals to join our high performing team and support our mission. Requirements
- Bachelor’s degree in information technology and significant work experience in information technology that demonstrates progressive growth and leadership, preferably in healthcare, or nonprofit sector; or equivalent combination of education and experience.
- Hand-on experience with enterprise application and database development, data management and data services infrastructures, server and network infrastructure, security administration, website/intranet development, application/customer support.
- Strong project management skills with the ability to lead and mentor small teams to deliver high-quality results with the absolute highest levels of customer service.
- Excellent oral, written, interpersonal and conflict resolution skills; good presentation skills; ability to work effectively with a wide range of constituencies.
- Ability to read, analyze and interpret complex documents.
- Good skills in budget preparation and fiscal management.
- Current California driver's license with proof of auto insurance.
- Must have reliable transportation.
Responsibilities
- Manages the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, PCs, operating systems, telephones, software applications, and peripherals.
- Manage telecommunications infrastructure and development plans, projects, policies and procedures.
- Manages all facilities’ needs, including space planning, furniture procurement, negotiation of vendor contracts, and on-going facility maintenance.
- Holds the position of Chief Privacy Officer at The Elizabeth Hospice, serves as the focal point of accountability for all matters related to safeguarding the confidentiality, integrity and availability of electronic protected health information.
- Works with organization senior management and corporate compliance officer to establish an organization-wide Privacy Oversight Committee
- Works with legal counsel and senior management, key departments, and committees to ensure the organization has and maintains appropriate privacy and confidentiality consent, authorization forms, and information notices and materials reflecting current organization and legal practices and requirements
- Maintains current knowledge of applicable federal and state privacy laws and accreditation standards, and monitors advancements in information privacy technologies to ensure organizational adaptation and compliance
- Initiates, facilitates, and promotes activities to foster information privacy awareness thought-out the organization and related entities
- Oversees and ensures the right of the organizations patient to inspect, amend and restrict access to protected heath electronic records, when appropriate
- Acts as a senior advisor on information technology issues to all levels of employees throughout the hospice.
- Provides expertise and support during systems upgrades, installations, conversions and file maintenance.
- Oversee systems development and enhancement and the integration of new systems with existing systems.
- Develops and implements department plans to update and improve IT programs and services, ensuring their alignment with the hospice’s strategic and operational plans.
- Develops and maintains an appropriate IT organizational structure that supports the needs of the business. Monitors and implements security and disaster recovery planning.
- Develops standard operating procedures and best practices, including providing written protocols and guidance to IT staff and to end-users.
- Oversees the hiring, orienting, coaching, and counseling of department staff. Holds direct reports accountable for their staffs’ performance.
- Oversees training to all levels of employees on in-house technology programs to ensure consistency in management practices across agency.
- Participates in overall agency planning.
- Develops and manages the budget for the department.
- Performs other duties as assigned.
