About The Position

Under the supervision of the Center for Health Statistics (CHS) Deputy Director, the Business Analyst III (BA III) performs highly advanced business and technical analysis, testing work involving all information systems used by CHS. This individual routinely interacts with contract and IT staff, project managers, operations, and internal and external stakeholders. The BA III evaluates existing business processes and data workflows to streamline systems and procedures and identify opportunities for improvement. This position collaborates with teams across the CHS to create and maintain reports and dashboards that monitor program metrics. Performs work in support of Texas Health Care Information Collection (THCIC) to manage and monitor THCIC internal and external contracts, requisitions, and budget. Serves as a liaison between contractors and program staff. Participates in writing business and technical requirements for the program; creating and overseeing the annual THCIC Cybersecurity Report, documenting methods and procedures used in program development, coordinating with outside vendors and contractors to complete projects. The Business Analyst III will review, analyze, and update technical specifications located in the Technical Specification Manuals (TSM’s) to develop program applications and/or provide technical assistance to other program staff. The Business Analyst III will be well versed in the Texas Health and Safety Code (THSC) Chapter 108 and the Texas Administrative Code (TAC) rule 421. Ensure THCIC contracts with vendors are complying with State and Federal guidelines, update vendor performance, and monitor data standard changes. Perform annual security check on selected vendor. Works under general direction with extensive latitude for the use of initiative and independent judgment. Maintains a positive relationship with internal and external stakeholders. Serve as a moderator for the quarterly Data Collection Workgroup (DCW) external meeting. This position is a full-time position (40 hours a week) and offers teleworking opportunities. Work outside of regular hours may be required. Travel to other work locations may also be required. Performs other related duties as assigned. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Requirements

Responsibilities

  • Provides technical knowledge about healthcare facility data systems, systems testing, system protocols, web-based applications and database development.
  • Monitors and documents data collection vendor contracts and change notices.
  • Evaluates vendor performance and progress on implementation of new or existing system components or functionalities.
  • Provides consultative and technical work in planning systems to DSHS programs
  • Communicates technical issues to program staff, stakeholders and CHS/DSHS management
  • Analyzes and test new or existing operations applications, functionalities or process, troubleshoots and recommends solutions or options to resolve problems relating to new or existing systems.
  • Monitors national data standards organizations for format and coding updates and notifies the vendor and monitors the updates.
  • Monitors federal changes in data standards and recommend action to meet those changes.
  • Develops technical specifications for data collection and processing systems -e.g., input/output record formats.
  • Provides guidance, communicates and explains processes to internal and external audiences.
  • Performs negotiations, resolves conflicts, prepare presentations, write reports, and communicates technical, contractual and statutory information to all areas of management, customers, stakeholders, and technical and non-technical staff.
  • Incorporates agency statutes in making business decisions.
  • Acts as the key point of contact between CHS and HHSC IT for State Health Analytics and Reporting Platform (SHARP) related technical requirements, system enhancements, and issue resolution.
  • Analyzes database structures and assists in developing policies and procedures designed to ensure the integrity and security of the database environment.
  • Designs and implements procedures necessary to save and recover files from hardware and software failures.
  • Develops goals and objectives for the use and improvement of an efficient and cost-effective database system.
  • Establishes and implements necessary database security controls and user access levels.
  • Evaluates and recommends database software packages for potential acquisition.
  • Leads the annual process for establishing Healthcare Effectiveness Data and Information Set (HEDIS) requirements by coordinating input from internal and external stakeholders and assessing potential updates to measures and specifications.
  • Manages the workflow, including posting requirements, collecting submissions, and receiving data from contracted vendors.
  • Ensures accurate validation and secure transfer of HEDIS data to designated entities, maintaining compliance with regulatory standards and program guidelines.
  • Prepares and/or oversees the preparation of charts, diagrams, flowcharts etc.
  • Navigates internal DSHS agency and HHSC Enterprise governance and control processes
  • Maintains and updates CHS webpages, ensuring content accuracy, accessibility, and compliance with agency standards and state or federal guidelines.
  • Provides quality customer service to external and internal customers through prompt responses to inquires, taking the initiative to solve problems, exercising flexibility and considerable latitude for the use of independent judgement.
  • Responsible for developing and executing data marketing strategies for the CHS units to increase awareness and utilization of health care data products.
  • Oversees marketing and sales of Public Use Data Files (PUDF) and Research Data Files (RDF) to generate revenue, including stakeholder outreach, pricing, and customer support.
  • Creates promotional materials, presentations, and digital content to showcase CHS data resources to stakeholders and the public.
  • Establishing and documenting processes, program policies and procedures.
  • Assesses operational workflows to recommend and implement automation efficiencies.
  • Assists CHS teams with developing methods and metrics to track output and functional performance.
  • Uses standard productivity software and business intelligence tools to build automated tracking and reports.
  • Performs other duties as assigned but are not limited to actively participating and/or serving supporting role to meet the agencies obligations. Such participation may require an alternate shift pattern assignment and/or location.
