About The Position

The San Francisco Health Service System (SFHSS) was established in 1937 to provide medical care for municipal employees. SFHSS is responsible for all health benefits administration, including medical, dental, vision, flexible spending accounts (FSA), and a wide array of voluntary benefits for the employees, retirees, and covered dependents of the City and County of San Francisco (CCSF), San Francisco Unified School District, City College of San Francisco, and Superior Court of San Francisco. Today, we serve over 130,000 employees, retirees, and their covered dependents. The department is comprised of seven divisions: Administration, Finance, Member Services Communications, Information Systems, Contracts, and Well-Being. SFHSS' Mission SFHSS is dedicated to ensuring quality and sustainable benefits that enhance the whole-person health and well-being of our members and their families throughout their lifecycles. The position plans, organizes, directs and controls functional and technical work of the PeopleSoft HCM system involving Benefits Administration and other key HSS enterprise systems. The Information Systems Manager reports to the Chief Operating and Experience Officer and works closely with the Operations Manager, the Chief Financial and Accountability Officer, the Contracts Manager, the Well Being Manager and the Communications Director. This position is responsible for the department's IT infrastructure and for the complex analysis, evaluation, recommendation, development and implementation of major healthcare management programs and functions of the Health Service System. This position plans, organizes, directs and controls functional and technical work of the PeopleSoft HCM system involving Benefits Administration.

Requirements

  • Education: Possession of a baccalaureate degree from an accredited college or university, preferably with major college coursework in management information systems, computer science, information technology, data processing operations, business administration or a related field; AND
  • Experience: Six (6) years of progressively increasing project management experience. This experience must include one (1) year of managing large integrated systems which may have included Human Resources, Benefits and Payroll functions in a complex organization of the six (6) year duration and (3) years of the six (6) years must include experience supervising professionals.
  • Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.
  • Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Nice To Haves

  • One (1) year of Emergency Preparedness, Response and/or Recovery experience in the area of HCM systems or Payroll Operations;
  • Extensive knowledge and experience in managing PeopleSoft Human Capital Management applications;
  • Project Management Certification or demonstrated experience in project management;
  • Demonstrated strong analytical, planning, and organizational skills and abilities;
  • Demonstrated experience interacting with internal and external governmental personnel and outside vendors and contractors;

  • Proven ability to interact skillfully and tactfully with all levels of government officials, customers, employees and the general public;
  • Skill at demonstrating the highest levels of organizational leadership and management;
  • Proven ability to plan, organize and direct work of a diverse group of professional subordinates.

Responsibilities

  • Complete all aspects of regulatory filing such as IRS 1095-C, CMS Part D Creditable Coverage, CMS RxDC reporting.
  • Function as the Department Information Security officer (DISO) responsible for completing technology risk assessments, remediating findings, responding to cyber threats, maintaining and testing the business continuity of operations plan.
  • Function as Department Preparedness Coordinator (DPC) responsible for maintaining and providing training on the Facility Emergency Plan and the Workplace Violence Prevention Plan.
  • Responds to public information requests; conducts eDiscovery related to legal or compliance matters.
  • Prepare and verify data accuracy and completeness of highly sensitive datasets prior to release.
  • Administer access and configuration of key applications.
  • Provides additional support for time critical benefits administration system modifications including drafting development requests, conducting testing, configuring applications and providing post implementation support.
  • Review and approve data releases to ensure compliance with HIPAA privacy and security requirements.
  • Ensure information security change management processes are followed, review and approved migrations to production environments.
  • Plan, organize, direct and control functional and technical work of the PeopleSoft HCM system involving Benefits Administration. Manage the division's work, projects initiatives and ongoing operational support. Ensure production processes are completed accurately and timely.
  • Communicate with the Controller's Office, Sr. Management, Executive Steering Committee, boards, commissions and major stakeholders by providing regular reports; present business needs and system requirements and recommendations for policy action or resolution; and provide reports as requested.
  • Oversee department technology and reporting strategy aimed towards streamlining work processes, implementing efficiencies, and making information transparent, understandable and accessible.
  • Collaborate with technical experts to develop business goals that align with department's strategic goals and objectives; define and analyze the functional and technical requirements for ongoing system architecture/infrastructure planning and procurement, consistent with maximum efficiency and best practices.
  • Collaborate with technical experts to maintain and test a current contingency plan for all technologies and systems to prepare for and mitigate systems failure or recovery from disaster.
  • Develop and implement procedures, controls and policies to maintain smooth, effective, and secure systems operations that remain compliant with city cybersecurity policy and practice, administrative, legal, and regulatory requirements.
  • Represent the Department and promotes its interests to inter-agency committees and working groups.
  • Oversee department IT procurement.
  • Perform other duties as required.
