The Systems Analyst reports to Application Manager within Health and Specialty Care Systems (HSCS) unit of Information Technology (IT) department for Health and Human Service Commissions (HHSC). This position applies their expertise and technical skills in creating, developing, and maintaining data mappings, process workflows, process monitoring using Informatica Power Center and support for existing and new Electronic Health Record (EHR) applications. This position is within the software development and support team and requires development of application business logic with stored procedures and support applications experience. The analyst will also perform analytical, development, and database administrations work for information systems and technologies to support Electronic Health Record (EHR) systems and applications for the State Hospitals (SH’s) and State Supported Living Centers (SSLCs). The analyst will support multiple third-party applications (Cerner’s Millennium, Netsmart’s myAvatar, and IRIS_DSS, among others). Work involves gathering and analyzing requirements, design, development, implementation of new solutions, and on-going maintenance of existing systems and processes. Analyst will work with other HSCS application support staff as well as other HHSC teams to develop and support information systems. The analyst may interact with staff from vendors, other agencies and outside entities as required to provide continued support, obtain required work products, or for consultation. Work is performed in an Agile environment and creativity is encouraged. Work outside of regular hours, including occasional afterhours and weekends, may be required. Will be part of the application support team which requires to provide on-call service rotation among team members. Selected candidate must work onsite from an HHS office located in Austin, Texas designated by the hiring manager.

Requirements

  • Knowledge of EHR applications functionality.
  • Knowledge of relational databases, data systems and data warehouses.
  • Knowledge of best practices governing architecture, infrastructure and security for information systems that collect PII, PHI and HIPAA data.
  • Skills in developing complex high-quality database solutions.
  • Skills in using server OS in Unix/Linux/AIX and Windows servers.
  • Skills in using software such as SQL, SQLPlus, PL/SQL, TOAD, Oracle, SQL Developer, Business Intelligence tools.
  • Skills in analysis, problem solving, data comprehension, reporting methodologies, and designing statistical reports and charts/graphs.
  • Skill in researching and troubleshooting application system issues and solving complex problems.
  • Skill in writing Stored Procedures, SQL quiries and query tuning on high transaction systems.
  • Ability to maintain database indexes, columns and tables using DDL, DML and DCL constructs.
  • Ability in building data mappings, tasks and workflows using Informatica Tools to load into data warehouse databases.
  • Ability to analyze, consolidate, and interpret complex data, procedures, and systems and write or revise program code as required.
  • Ability to present information to a variety of audiences verbally and in writing and to communicate clearly, concisely, and effectively.
  • Ability to work hours as needed to meet defined deadlines and support the agency’s mission critical requirements.
  • Ability to provide excellent customer service to end users of the applications.
  • Minimum of 6 years of experience in using DDL (Data Definition Language), DML (Data Manipulation Language), and DCL (Data Control Language) in the creation/maintenance of SQL Server databases, Oracle or similar, is required.
  • Minimum of 8 years of experience in data extraction, transition, and load (ETL) tools such as Informatica PowerCenter or equivalent, database design and implementation preferred.
  • Bachelor’s degree, or higher, in a technology related field is preferred. May substitute direct work experience on a year-for-year basis in lieu of education.
  • Minimum of 8 years of experience in using Unix/Linux/AIX OS or MS Windows Servers are preferred.
  • Minimum of 8 years of experience in report design, development and automation is preferred.

Nice To Haves

  • Experience in using ITSM tools such as ServiceNow, Remedy on Demand or similar is preferred
  • Minimum 4 years of experience in using EHR application (Cerner Millennium, Netsmart’s myAvatar or similar) in a largescale private/public environment is preferred.

Responsibilities

  • Extracts data from Cerner Millennium or myAvatar application databases using existing tools. Builds data mappings, tasks and workflows using Informatica Tools to load data to the data warehouse databases. Documents, designs, validates, and implements reporting methodologies for multiple areas of specialization using selected HHSC methodology and tools. (50%)
  • Investigates and identifies corrective solutions to production problems / issues. Consults with IT teams on software/hardware justifications and purchases. Supports in troubleshooting and solving complex problems related to EHR system software and hardware incidents and problem calls, and in the processing of service requests and tasks. (20%)
  • May provide on-call application support as part of the support team based on team rosters. Provides technical expertise to aid in decision making and problem resolution for EHR applications. (10%).
  • Performs quality assurance tasks to ensure accuracy of fixes provided to resolve issues. Documents processes and procedures for technical and non-technical users. (10%)
  • Perform other duties as assigned and required to maintain unit operations. Promotes and demonstrates appropriate respect for cultural diversity among coworkers and all work-related contacts (10%).
