Science | Service | Sustainability Join our Industrial Wastewater Permitting team in the Bureau of Water and apply your engineering expertise to protect public health and our state's waterways. Uses advanced knowledge and experience to manage the environmental impact of industrial wastewater and sludge by developing NPDES and land application (ND) permit conditions, and by reviewing engineering reports, plans, and specifications for treatment facilities. What You'll Do Develop and issue permits for industrial wastewater discharges under the National Pollutant Discharge Elimination System (NPDES) and No Discharge (ND) programs. Review moderately complex engineering reports, plans, and specifications for industrial wastewater facilities and issue construction permits. Determine General Permit coverage for qualifying discharges. Hold conferences with industry representatives and consulting engineers to formulate permit conditions and resolve technical issues. Collaborate with internal SCDES staff and external stakeholders to ensure complete and accurate permit documentation. Provide clear technical information to the public, regulated facilities, and consulting engineers. Perform other duties as assigned by the Director and supervisor.

Requirements

  • A master's degree in engineering.
  • A bachelor's degree in engineering and one (1) year of experience in environmental engineering.
  • A bachelor's degree in engineering and two (2) years of experience in engineering.
  • Your engineering degree must be accredited by EAC/ABET, CEAB, and Programs Recognized in the ABET "Washington Accord" Listings or you must provide an approved equivalency letter from The South Carolina Department of Labor Licensing & Regulation ( LLR).
  • Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
  • Applicants indicating college credit or degree(s) on the application are encouraged to upload an unofficial copy of the transcript as an attachment to the application. Please note that the agency will require an official, certified copy of the transcript or diploma prior to hiring.
  • Ability to: Work independently and meet strict deadlines.
  • Ability to: Analyze technical environmental issues.
  • Ability to: Evaluate engineering submittals; develop permit requirements.
  • Ability to: Exhibit good planning and have good oral and written communication skills.
  • Ability to: Work with other DES staff to gather necessary input; and interact with the public and government officials at all levels.
  • Work with Microsoft Office Professional (Word, Excel, and Power Point) software required.
  • Have a valid driver's license and ability to travel for overnight in-state or out-of-state trips; field visits may be required.

Nice To Haves

  • Regulatory experience in NPDES permitting, ND permitting, or construction permitting for industrial wastewater treatment facilities
  • Related experience with industrial wastewater treatment facility operations or design
  • Experience planning or conducting meetings with the public, government officials, or industrial stakeholders
  • Familiarity with state or federal environmental regulations, policies, and guidance documents
