About The Position
IDIQ stands for Indefinite Delivery, Indefinite Quantity. It’s a contract structure that allows the City to issue multiple task orders under one overarching agreement. Instead of managing a single project, this role oversees a portfolio of ongoing projects, ensuring that each task order moves efficiently from procurement through delivery. The IDIQ Program Manager plays a critical role in driving Baltimore’s technology initiatives. This position ensures that projects are delivered on time, within budget, and aligned with City priorities – while also shaping the processes that make this model sustainable. It’s a strategic, hybrid role that blends technical expertise with program management and procurement oversight to support the City’s long-term goals.
Requirements
- EDUCATION: Have a Bachelor of Science degree in Information Technology, Computer Science, Computer Engineering or a related discipline from an accredited college or university.
- EXPERIENCE: Have Seven years of application programming, systems design, hierarchical/relational database management and/or GIS experience; Including three years of supervisory responsibilities as disciplining, evaluating the performance of and recommending the hiring, firing, and promoting of subordinate employees.
- Excellent verbal and written communication skills.
Nice To Haves
- Previous IT experience in government is preferred.
- Advanced technical credentials, e.g., Project Management Professional (PMP), Certified Information Security Manager (CISM), preferred.
