About The Position

HII - Mission Technologies is seeking a highly skilled Defensive Counterintelligence Subject Matter Expert (SME) to support our customer within the Centers for Medicare and Medicaid Services effort in Woodlawn, Maryland. This full-time position requires on-site work with potential for a hybrid schedule (3 days on-site, 2 days remote) and may involve up to 10% travel. The role is integral to advancing Centers for Medicare and Medicaid Services initiatives, including technology development, threat analysis, operations integration, training support, data analytics, and technology transition assistance. Requirements

  • 9 years relevant experience with bachelor's in related field; 7 years relevant experience with master's in related field; or High School Diploma or equivalent and 13 years relevant experience.
  • Experience writing, reviewing, and editing policies, procedures and documents concerning intelligence, security, and counterintelligence-related matters.
  • Must have experience with making policy.
  • Clearance: Must possess and maintain a Top-Secret clearance with eligibility for Sensitive Compartmented Information (SCI).
  • Proficiency in using the Microsoft Office suite of programs, including Office 365.

Nice To Haves

  • 10+ years of experience and familiarity with counterintelligence activities, investigations, operations, and analysis with a master's degree or bachelor’s with 15+ years of counterintelligence experience.
  • Experience conducting counterintelligence activities in a Title-50 or Title-10 environment.
  • Experience conducting counterintelligence activities in a non-Title-50 or non-Title-10 environment.
  • Graduate of a US Government CI Special Agent credentialing course.
  • Graduate of an advanced CI course, including Operations, Surveillance, Collection, Investigations, etc.

Responsibilities

  • Serves as a Defensive Counterintelligence Policy Writer and Governance Subject Matter Expert, able to advise, write, review, and achieve finalized program status with policies, procedures, and documentation IAW applicable Federal Law, Executive Orders, Presidential Decision Directives, and local agency policy.
  • Gathers, analyzes, evaluates, and prepares recommendations for program improvements, organizational process changes, optimization, development, and / or administration efforts for counterintelligence programs and analysis, foreign travel threat awareness, foreign national management programs, and other security-related programs as assigned.
  • Advises the customer on drafting complementary security, counterintelligence and intelligence-related policies, procedures, and handbooks to enable information sharing, intelligence analysis, and other CI activities in a non-Title 50 (Non-IC), non-Title 10 (Non-DoD) environment.
  • Develops, drafts, edits, and reviews policy, procedures, and processes to conduct an effective counterintelligence, intelligence analysis and security program.
  • Prepares, produces, edits, and disseminates, both scheduled and ad hoc, formal and informal reports, summaries, and products as directed by [contractor and government] Senior leadership.
  • Provides advice, recommendations, and oversight to policy and procedure development relating to counterintelligence, security, and intelligence analysis.
