About The Position

The Kentucky Department for Public Health is seeking a strategic and mission-driven leader to support the continued advancement of the Health Access Nurturing Development Services (HANDS) program—one of the Commonwealth’s core public health initiatives delivered through local health departments statewide. HANDS is a nationally recognized, evidence-based home visiting program housed within the Division of Maternal and Child Health, Child Development Branch. Following a recent transformation, the program is experiencing significant growth and renewed momentum. This leadership role offers a unique opportunity to guide program operations at a pivotal moment, shaping the future of a model that improves outcomes for children and families across Kentucky. The successful candidate will provide vision, stability, and collaborative leadership to ensure program excellence, sustainability, and alignment with state and national standards. Requirements

  • EDUCATION: Graduate of a college or university with a bachelor's degree.
  • EXPERIENCE, TRAINING, OR SKILLS: Four years of professional experience in the administration of human services programs, emergency management services, emergency medical technician, paramedic, or related field.
  • Substitute EDUCATION for EXPERIENCE: A master's degree in social work, health administration, labor relations, public or business administration or related field will substitute for one year of the required experience.
  • Substitute EXPERIENCE for EDUCATION: Administrative or business experience, or professional, subprofessional, or clerical work in a human services area, emergency management services, emergency medical technician, paramedic, or related field will substitute for the required education on a year-for-year basis.

Responsibilities

  • Coordinates and supervises staff in the HANDS Operations Section, including overall supervision of professional staff in the execution of public health home visiting programs and initiatives.
  • Ensures compliance with all applicable state and federal guidelines.
  • Analyzes section operations and strategically plans for efficiency and effectiveness.
  • Evaluates the performance of professional staff, including direct supervision.
  • Makes recommendations for disciplinary actions, investigates and takes appropriate measures consistent with laws, regulations, policies, and procedures.
  • Provides guidance and technical assistance to professional staff in state and local agencies as necessary.
  • Creates, updates, or causes to be created and updated standard operating procedure manuals, staff development and ensures compliance.
  • Monitors the financial status of the section.
  • Reviews budgets, contracts, and expenses for accuracy and compliance with state and federal requirements.
  • Coordinates the preparation and timely submission of federal grants and administrative reports.
  • Directs the research and compilation of state reports as scheduled or upon request.
  • Compiles, or directs to be compiled, section administrative, operating, and programmatic records and reports.
  • Represents the department in meetings and matters relating to home visiting programs and initiatives in the section.
  • Serves on internal and external groups and committees as assigned.
  • Prepares or presents professional oral and written communications.
  • Other duties as required
