Position Objective To provide leadership and supervision of employees while managing Human Services budgets, programs and services. This position is responsible for ensuring that business is performed in accordance with policies, procedures, and laws, and providing reports and statistical information regarding human services programs and is responsible for ongoing assessment and development of local and State resources and service capability and coordination of awareness and knowledge of these resources to the areas supervised. Current Assignment: Finance & Technology – New Support Team

Requirements

  • Bachelor’s degree in Business Administration, Human Services, Organizational Leadership, Public Administration, or a related field and five years of progressively responsible experience in customer service, operations, or program administration OR Master’s degree in Business Administration, Human Services, Organizational Leadership, Public Administration, or a closely related field and one year of supervisory or leadership experience
  • Reliable means of transportation to travel to multiple locations around Stearns County, some of which may not be accessible by public transportation

Responsibilities

  • Supervises, coordinates, and prioritizes unit activities, workflow, and referrals between divisions and units in an equitable manner.
  • Identifies and develops strategies, processes, and instructions for continuous quality improvement including establishing guidelines, expectations and performance standards for staff, directing the development and maintenance of work measurement reports and records, and developing onboarding protocols.
  • Monitors the preparation of statistical and narrative program reports to ensure work is data driven and provides successful performance measures.
  • Provides leadership, facilitation and support for staff in individual and group consultations of often complex client, systems and ethical issues. and participates in the resolution of problems that cross organizational and jurisdictional lines.
  • Provides program oversight and outcome management through participation in planning, providing objectives, development and direction; leads special studies and analysis of processes; identifies and resolves issues; advises and provides analytical support on problem definition, planning methodologies, policies and procedures; and cooperates in the resolution of problems that cross organizational and jurisdictional lines.
  • Develops new initiatives and collaborates in development and response to program improvement plans for state funded programming; and develops processes to improve workflows.
  • Assists staff in the assessment of client needs and referrals to resources.
  • Manages client-related services and ensures quality by participating in client file reviews, case audits, and monitoring staff work to ensure accuracy and completion.
  • Recommends, interprets and carries out program policies and procedures.
  • Assists with the development and implementation of quality assurance programs, coordinates program and services with community resources, and provides education about services.
  • Participates in employee selection, orientation, training, and performance management in conformance with County and State personnel policies and procedures; develops job aides and written expectations to ensure compliance with service standards.
  • Assists with coordinating the implementation and utilization of software applications and programs.
  • Assists with developing and monitoring budgets and expenditures, analysis of past and current expenditures, revenue sources and developing a forecast of future expenses vs revenue.
  • Provides representation on Screening Teams and develops screening tools.
  • Provides internal and external trainings regarding program areas, services, policies and procedures including participation on interdisciplinary teams and regional meetings.
  • Responds to concerns from clients and the public as well as questions and inquiries from commissioners, community partners and other professionals.
  • Supervises staff working flexible work hours and in remote environments to manage risk and safety.
  • Attends work in a regular and timely manner.
  • Performs other duties as assigned or apparent.
