Position Overview: As the Data Manager with Montana’s civil rights enforcement agency, you will support the Bureau’s mission by ensuring accurate and timely management of critical case and program data. You will maintain and improve data and records systems, support bureau operations and procedures, and provide responsive service to staff and external stakeholders. In this role, you will research and analyze information, respond to technical and regulatory inquiries, and translate complex data into clear reports and visuals for decision-makers. You will also collaborate closely with bureau staff to streamline processes, support efficient and compliant operations, and contribute to fair and consistent enforcement of civil rights protections across the state.

  • Process Human Rights Bureau (HRB) records accurately and in a timely manner to support effective case tracking and reporting.
  • Assist with HRB processes, policies, and procedures to ensure records and data practices comply with legal and agency requirements.
  • Provide a high level of customer service to internal and external stakeholders by responding promptly and professionally to information and data requests.
  • Research, analyze, and answer technical and regulatory inquiries, providing clear, accurate, and well-documented responses.
  • Collaborate with bureau staff on multiple processes and procedural requirements to support efficient, consistent, and compliant operations.
  • Analyze and forecast information by using past and current data to predict future events or conditions that inform bureau planning and decision-making.
  • Verbally and visually communicate insights from requested data sets through reports, presentations, and data visualizations tailored to decision-makers and other audiences.
  • Analyze and Comprehend: Review and interpret basic MOM, State DLI and Human Rights Bureau (HRB) policies, Equal Employment Opportunity Commission (EEOC) guidance, HRB administrative procedures, standard HRB/EEOC forms, and database records (including EEOC’s Agency Records Center (ARC) system and Excel spreadsheets) to support accurate data entry and everyday decision making.
  • Customer Service: Active listening, asking clarifying questions, and providing clear, courteous assistance to coworkers and the public by phone, email, and in person, including handling communications from parties involved in claims or third parties about cases, retrieving and processing records, and managing information related to HRB claims.
  • Written and Verbal Communication: Share information clearly in emails, notes, and conversations, and explain simple technical or system issues in plain language to non-technical users, including responsibilities for preparing and sending official notices to parties (e.g., notice of filing, closure, and hearing), drafting communications to the Office of Administrative Hearings, and following internal policies to create clear and accurate case data. Strong technical writing skills are essential for this position.
  • Problem-Solving: Notice data or process issues, research basic questions, and follow established procedures to resolve errors or bring them to the right staff, including helping develop and refine policies and procedures that keep data systems clean and accurate, and ensuring that case handling and data practices comply with EEOC contract requirements.
  • Technology Proficiency: Confidently use computers, Microsoft Office (Outlook, Word, Excel), Adobe applications, and database or case-management systems (including ARC) to enter, update, and look up information accurately as part of daily HRB case work.
  • Attention to Detail/Time Management: Enter, verify, and update records from emails, calls, voicemails, and electronic documents with high accuracy, meeting daily and weekly deadlines, including preparing timely letters of notice, adhering to statutory case deadlines, and complying with contract deadlines required by the EEOC to ensure payment through the contract.
  • Teamwork: Work cooperatively with supervisors and teammates, share information, and support others to keep data and records complete and up to date, including working closely with HRB staff to stay aligned on internal policies and procedures, collaborating with EEOC partners to ensure work follows the terms of the EEOC contract, and actively participating as part of a Fair Employment Practice Agency (FEPA) team to build strong relationships between the HRB and the FEPA group.
  • Visual Communication: Skilled in developing professional presentation materials that convey complex information in an accessible and visually compelling manner, ensuring audience understanding and engagement.
  • Presentation Expertise: Demonstrated ability to communicate effectively in public settings by delivering clear, engaging, and informative presentations tailored to diverse audiences, including staff, leadership, and external stakeholders.
  • Two years of professional experience working with data or records systems, such as data management, data analysis, records management, or program analysis in a business or government setting.
  • Experience using computers and common office software (for example, Microsoft Office, databases, and web-based applications), including the ability to work with spreadsheets and create basic data visuals.
  • Experience interpreting and applying statutes, rules, policies, or procedures in a work environment.
  • Experience providing customer service to internal or external stakeholders, including explaining technical or regulatory information in clear terms.
  • Demonstrated skill in organization and time management, including tracking multiple tasks and meeting deadlines.
  • Skills may be gained through a combination of professional experience, training, or education. A high school diploma or equivalent is required for this position.
