The Smithsonian Institution is the world’s largest museum, education, and research complex, with 21 museums and the National Zoo. The NMAAHC is a national museum for the study and exhibition of African American history and culture. It acquires, maintains and preserves objects which document social, cultural, political, military, technological and scientific developments in the U.S. related to the African American experience. This position is in the National Museum of African American History and Culture (NMAAHC), Office of Operations, Human Resources. In this position, you will: Provide consultative and technical services to program managers and all levels of management on a broad range of human resources management services that involve complex and controversial issues. Resolve sensitive and complex issues related to recruitment and staffing and position management in accordance with Federal, multiple State and Smithsonian regulatory guidance and directives applicable to the recruitment and placement of positions as well as the provisions for Trust positions. Conduct the full range of recruitment actions that include but are not limited to researching and applying Office of Personnel Management qualifications requirements applicable to positions being recruited. Develop, apply and update quality and selective placement factors, areas of consideration, content, timing, and length of vacancy announcements. Maintain DEU certification. Process job requisitions in PeopleSoft HRMS. Perform the hiring process including issuing certificates of eligibles, confirm the selection, complete the closeout and send applicant selection/non-selection notifications, and close out the requisition for recruitment, obtain record checks and release dates, make job offers, set pay, complete initial process of the entrance on duty. Provide expert advice to senior leaders and hiring managers on major organizational planning issues from a staffing perspective, work in close coordination with classification staff to provide expert advice related to the expected impact of reductions in work force, reorganizations, or other mass changes. Conduct weekly recruitment status meeting with the recruitment team members and/or museum management. Advise junior recruitment specialists on recruitment processes, standard operating procedures, museum, SI and OPM guidance as needed. Lead or participate in special projects and outreach initiatives as determined by the supervisor.
