About The Position

The HR Generalist is responsible for coordinating, executing, and auditing full-cycle recruitment and background investigation activities to support the hiring needs of the Charlotte-Mecklenburg Police Department (CMPD). This role plays a vital part in identifying, attracting, and hiring high-quality candidates for both sworn and civilian positions. Utilizing the Workday platform, the HR Generalist assigns and manages job postings, monitors applicant tracking, candidate communication, and compliance documentation. The HR Generalist also represents CMPD at job fairs, community events, and academic institutions to build a diverse and qualified applicant pipeline. This position requires strong interpersonal skills, attention to detail, and a commitment to professionalism, confidentiality, and public service. This role will oversee and audit the full cycle recruitment and background investigation process for accuracy and compliance.

Requirements

  • Bachelor’s Degree with three (3) years of relevant experience OR Master’s Degree with one (1) year of relevant experience
  • Strong understanding of the Workday platform for requisition creation, candidate tracking, workflow management, and reporting.
  • Proven track record of successful coaching and training of personnel.
  • Knowledge of modern, inclusive recruiting methods, talent sourcing, and selection strategies.
  • Familiarity with EEO, ADA, FLSA, FCRA, and public sector hiring compliance.
  • Understanding of police academy qualifications, background checks, polygraph procedures, and certification processes.
  • Knowledge of strategies that promote diverse and equitable hiring pipelines.
  • Ability to screen applicants effectively and assess alignment with CMPD standards and values.
  • Strong written and verbal communication skills to engage with applicants, leadership, and community stakeholders.
  • Proficient in generating and interpreting recruitment data and dashboards using Workday or similar systems.
  • Comfortable representing CMPD at job fairs, career expos, and orientation events.
  • Ability to manage multiple recruitment processes simultaneously, while meeting timelines and standards.
  • Establish strong partnerships with colleges, military programs, community leaders, and internal divisions.
  • Ability to manage recruitment functions with minimal supervision while collaborating effectively with HR and command staff.
  • Exercise sound judgment and discretion in handling sensitive applicant and personnel data.
  • Flexible in responding to evolving staffing needs, policy changes, or system updates.
  • Ability to serve as a professional and enthusiastic ambassador for CMPD, aligning messaging with the department's mission and values.

Responsibilities

  • Serve as a liaison between applicants, supervisors, and leadership on recruitment and background investigation matters.
  • Coordinate full-cycle recruitment efforts within the Workday platform, including position creation, job requisition creation, candidate tracking, and workflow management.
  • Host orientation sessions for all new CMPD employees, serving as a certified CMPD Serves Instructor to introduce department values, expectations, and organizational culture.
  • Develop and deliver training to supervisors and managers on the recruitment process, expectations, and Workday functionalities.
  • Proactively source and attract diverse applicant pools using Workday recruiting tools, external job boards, university partnerships, law enforcement career fairs, and targeted outreach campaigns.
  • Review candidate applications, conduct initial screenings, and coordinate pre-employment processes such as background investigations, polygraph examinations, physical assessments, and panel interviews, ensuring full compliance with departmental hiring standards.
  • Maintain accurate and up-to-date recruitment records, ensuring all hiring activities meet federal, state, and local employment regulations, including EEO and FLSA guidelines.
  • Partner with CMPD command staff and HR personnel to assess staffing needs, align recruitment strategies with workforce plans, and recommend continuous improvements to enhance hiring efficiency.
  • Represent CMPD at recruiting events, community forums, colleges, and law enforcement expos to increase awareness and drive interest in public safety careers.
  • Prepare and deliver regular reporting through Workday analytics, tracking recruitment KPIs such as time-to-hire, applicant flow trends, diversity metrics, and pipeline progression.
  • Coordinate new hire logistics, including timely processing of onboarding documents and pre-employment clearances within Workday.
  • Collaborate with the Public Information Office to develop and promote recruitment campaigns across social media platforms, internal channels, and community outreach efforts.
  • Uphold strict confidentiality in all matters related to applicant data, hiring decisions, internal systems, and recruitment communications.
  • Perform all other duties assigned.
