About The Position

Performs as a senior worker and human resources specialist in one of the major functional areas in the central human resources department; regularly carries out the most difficult and complex assignments; and performs other related duties as required.

Requirements

  • A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in public administration, business administration, political science, psychology, human resources, or a related field; and four (4) years of specialized work experience.
  • Qualifying Specialized Work Experience: Professional work experience in human resources management work that included the analysis of facts and data to resolve problems and recommend appropriate courses of action in area(s) of a human resources program assigned.

Responsibilities

  • Serves as the staff specialist and resource person in one of the major functional areas of human resources management; regularly carries out the most difficult and complex assignments requiring specialized knowledge, experience, and independent judgment
  • Conducts in-depth research, analysis, and evaluation of human resources programs and controversial issues related to the functional area assigned; reviews existing practices; confers with counterparts in other jurisdictions; compiles information; develops meaningful statistics and data in support of findings; prepares comprehensive reports with sound recommendations
  • Develops, reviews, recommends, and implements new or revised policies and procedures for the functional area assigned
  • Prepares drafts of policies and procedures related to human resources matters or as directed; interprets, explains, and provides advice on laws, policies, practices, contract provisions, and procedures to operating personnel and employees
  • Confers with operating officials and subject matter specialists to assist them in carrying out their human resources responsibilities and to determine the course of action, approach, and methodology in solving problems
  • Serves a team leader in human resources projects of major scope involving more than one functional area
  • Consults with Office of the County Attorney on problems to ensure adherence to laws, rules, regulations, and contracts
  • Recommends directives concerning various aspects of human resources policies and provides administrative interpretations
  • Testifies at commission meetings and hearings on matters related to the County's human resources management program
  • Conducts in-service training in human resources management functional areas for staff and operating personnel
  • Develops and monitors timetables for assigned functional area; evaluates operational goals and makes adjustments
  • Plans, assigns, and supervises the work of human resources staff; provides guidance and training as necessary; participates in job performance reviews and recommendations involving personnel transactions such as hiring, promotions, transfers, disciplinary actions, etc.
  • Conducts studies and reviews management proposals relating to work assignments and internal work methods and procedures to improve operational efficiency; makes recommendations to implement changes
  • Sets up human resources files and oversees the processing of all human resources matters
  • Plans for, budgets, and justifies personnel and equipment needs for the assigned functional area
  • Performs other related duties as assigned
