About The Position

This position is located at Departmental Offices,Management CFO - DAS Human Resources and CHCO. As a Human Resources Specialist (Employee / Labor Relations), you will serve as a technical authority in all aspects of the Departmental Offices Employee and Labor Relations programs.

Requirements

  • Must be U.S. Citizen or U.S. National.
  • All newly appointed employees to the federal service are subject to a probationary period if hired under a competitive service appointment, or a trial period if hired under an excepted service appointment. These periods are designed to evaluate an employee's performance, conduct, and alignment with agency mission and values. These periods are no longer passive transitions to permanent status but serve as formal extensions of the hiring process, requiring affirmative Supervisory certification action.
  • Must successfully complete a background investigation.
  • Public Trust - Background Investigation will be required.
  • All new hires will be required to comply with federal ethics laws. A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.
  • Advising on labor relations, performance and conduct related employee issues
  • Researching and applying case law
  • Advising and supporting management in collective bargaining activities including interpreting collective bargaining agreements, negotiation strategies and third party disputes (mediation and arbitration)
  • Drafting Department-wide policies and procedures.
  • For the GS-14, you must have been at the GS-13 level for 52 weeks.
  • For the GS-13, you must have been at the GS-12 level for 52 weeks.
  • Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Responsibilities

  • Employee Relations: Serve as technical authority in all aspects of DO's Employee Relations program, including conduct, performance and attendance issues, Office of Inspector General referrals, and administrative inquiries, to independently provide authoritative advice and guidance to DO employees, managers, and supervisors on complex ELR issues.
  • Labor Relations: Ensure compliance with 5 USC 7114 (c) of all DO labor agreements and policies negotiated between management and the union. Coordinate and monitor requirements associated with Unfair Labor Practices (ULPs), arbitrations, unit petitions, grievances, and negotiations.
  • Policy Development: Lead or participate in the development and maintenance of DO policy and other issuances, operating guidance, training materials, marketing strategy, etc. in connection with assigned program areas and or projects.
