About The Position

RALLY is seeking a highly organized and proactive Human Resources Manager to keep the trains running on time across our people operations and internal systems. This role is the operational backbone of the firm, ensuring that our multi-state HR processes, from inclusive recruiting to complex compliance, move forward with precision and speed. As the primary steward of the employee experience, you will act as the "connective tissue" between our people and our practices, balancing the day-to-day tactical work with the excitement of supporting leadership in launching new culture initiatives. Requirements

  • Experience: 5–7 years of experience in HR or People Ops, ideally within a fast-paced agency or mission-driven setting.
  • Multi-State Knowledge: Demonstrated familiarity with managing HR compliance and employee needs across multiple jurisdictions.
  • Tactical Excellence: Proven ability to manage high-volume administrative tasks and "keep the trains running" without letting details slip.
  • Systems Proficiency: Experience with HRIS platforms (Rippling preferred), project management tools, and Google Workspace.
  • Fast-Paced Adaptability: Ability to stay organized and proactive while pivoting between urgent staff needs and long-term projects.
  • Communication: Exceptional interpersonal skills and the ability to handle sensitive personnel matters with total discretion.

Responsibilities

  • Project Management: Ensure all HR and culture-related workflows stay on schedule, serving as the primary driver of clear accountability, deadlines, and follow-through across HR initiatives.
  • Policy & Compliance Stewardship: Own the maintenance and periodic updates of HR policies and the Employee Handbook, ensuring alignment with evolving multi-state employment laws and firm practices.
  • Firmwide Events: Lead planning and execution of major firmwide initiatives, including biannual retreats, immersion weeks, holiday events, and cross-office gatherings.
  • System Maintenance: Maintain and refresh internal documentation, staff bios, and marketing infrastructure to ensure the firm's operations remain polished and current.
  • Plan Administration & Strategy: Administer health, dental, vision, life, disability, FSA/HSA, 401(k), and ancillary benefit plans while partnering with brokers and consultants to benchmark plan design, evaluate renewals, and recommend data-informed improvements aligned with firm needs and budget.
  • Enrollment & Lifecycle Management: Manage new hire enrollments, qualifying life events, terminations, and COBRA notices within required timeframes, including FMLA, state leave, short- and long-term disability eligibility tracking, documentation, approvals, and return-to-work processes.
  • Carrier & Employee Relations: Serve as the primary point of contact for employees, carriers, brokers, and third-party administrators — responding to benefit inquiries, escalating complex issues as needed, and ensuring timely resolution and accurate plan administration.
  • Financial Oversight: Audit monthly benefit invoices, reconcile discrepancies with carriers, and coordinate payment accuracy with Accounts Payable.
  • Regulatory Compliance & Reporting: Monitor changes to ACA, ERISA, HIPAA, and COBRA regulations and ensure plan compliance, including preparation and submission of ACA 1095-C filings, Form 5500s, and nondiscrimination testing.
  • Pipeline Management: Lead end-to-end recruiting operations, including role scoping, market and compensation benchmarking, job description development, hiring process design, and managing candidate flow.
  • Equity Focus: Implement inclusive hiring practices and candidate assessments to ensure a diverse and fair recruitment process.
  • Process Ownership: Own the onboarding and offboarding processes, full device management (procurement, tracking, and retrieval), systems access setup and deactivation. Manage employment verifications, EDD matters, audits, and compliance documentation.
  • Staff Support: Serve as a friendly and efficient point of contact for staff needs, transitions, and day-to-day HR questions.
  • Performance Management: Support and administer the firm’s performance review processes, including goal-setting, feedback cycles, documentation, and the facilitation of Performance Improvement Plans (PIPs) as needed. Partner with leadership to ensure performance conversations are clear, compliant, and aligned with firm values.
  • Exit Management: Handle all aspects of offboarding, including exit interviews and transition planning, ensuring legal compliance, system deactivation, and continuity planning.
  • Internal Programming & Development: Support the coordination of internal trainings, new hire orientations, and periodic professional development initiatives to ensure staff feel equipped and connected.
  • Multi-State Compliance: Monitor and ensure compliance with federal, state, and local employment and labor laws across all jurisdictions where RALLY staff reside, including wage and hour requirements, leave laws (FMLA and state-specific programs), employee classification, required postings, and policy updates.
  • Benefits & Regulatory Administration: Oversee compliance related to employee benefits, including ACA reporting and eligibility tracking, COBRA administration, 401(k)/retirement plan coordination (ERISA compliance), and vendor management to ensure accurate documentation and timely filings.
  • Records & HRIS Stewardship: Maintain the HRIS and accurate employee files, ensuring data integrity, audit readiness, and confidentiality, while serving as a responsive and knowledgeable resource for day-to-day staff questions.
