About The Position

The HR Manager plays a key leadership role in overseeing and evolving the organization's human resources functions, with a focus on people strategy, employee relations and engagement, and workforce development. In a community clinic setting, this role ensures that HR practices support clinical excellence, staff retention, and a positive workplace culture. The HR Manager leads initiatives in talent acquisition, onboarding, benefits administration, performance management, HR systems, HR compliance, compensation, and employee relations, working in close alignment with leadership and cross-functional teams.

Requirements

  • 5+ years of progressive HR experience, including 2+ years in an HR leadership or management capacity.
  • Experience working in a healthcare, nonprofit setting is strongly preferred.
  • Demonstrated experience in salary compensation analysis and working with external compensation consultants.
  • Strong understanding of employee benefits programs, including reconciliation of benefit billing statements and correction of over/underpayments.
  • Bachelor's degree in Human Resources, Business Administration, Healthcare Administration, or a related field.
  • Strong knowledge of California labor law, wage and hour compliance, and regulatory requirements in the healthcare workforce.
  • Proficiency with HRIS platforms (e.g., Paylocity preferred, but not required, Google Workspace, Microsoft Office
  • High emotional intelligence with the ability to handle sensitive and confidential information with discretion.
  • Excellent communication, interpersonal, and leadership skills.
  • Proven ability to manage multiple projects, prioritize tasks, and meet deadlines in a dynamic environment.

Responsibilities

  • Lead and oversee all human resources operations, ensuring alignment with clinical, administrative, and strategic goals.
  • Manage and continually improve the employee lifecycle including recruitment, onboarding, development, performance, and offboarding.
  • Supervise HR team members and oversee daily operations such as employee file management, background checks, benefits administration, and employee data integrity.
  • Serve as the primary point of contact for employee relations, conflict resolution, and workplace investigations; ensure timely and lawful resolution of concerns.
  • Administer and manage all aspects of employee leave of absences, including FMLA, CFRA, PDL, ADA, and personal leave. Ensure proper documentation, tracking, compliance, and employee communication throughout the leave process.
  • Partner with leadership to design and implement employee engagement, wellness, and retention strategies.
  • Collaborate with the Compliance team to ensure compliance with all applicable federal, state, and local labor laws, including those specific to HR (e.g., California labor laws, CalOSHA, HIPAA).
  • Collaborate with Finance and Payroll to ensure efficiency, coordination, and communication on pertaining employee related matters, such as onboarding, benefit reconciliation, and LOAs.
  • Manage and optimize the use of the HRIS (e.g., Paylocity), ensuring accurate reporting and analytics for workforce planning.
  • Lead salary and compensation analysis efforts; conduct internal equity reviews and external market benchmarking to ensure competitive and fair pay practices. Collaborate with third-party consultants when appropriate.
  • Oversee employee benefit programs, including open enrollment, eligibility tracking, and employee communications. Monitor and reconcile benefits billing statements to identify discrepancies, overpayments, and errors.
  • Support compensation planning and benefits strategies, conducting regular reviews of pay equity and benefits utilization.
  • Oversee and support annual performance review and merit increase processes, ensuring clarity, fairness, and alignment with organizational values.
  • Create and implement training and development programs to support staff growth and leadership development.
  • Collaborate with the Compliance team on audits, internal policy updates, and risk mitigation related to HR functions.
  • Serve as an internal consultant to department heads, helping them manage personnel issues, team structures, and staffing plans.
  • Maintain and update the Employee Handbook and HR policies and procedures as needed.
  • Assist in HR-related components of strategic initiatives such as new admin programs, expansions, or system implementations.
  • Duties as assigned.
  • Attend and lead monthly (at a minimum) staff/department meetings.
  • Arrange or present at least quarterly at staff meetings to educate and train staff
