About The Position

The Cooperative Agricultural Support Services (CASS) seek an enthusiastic Human Resources and Office Manager to join our Administration Team. This position reports directly to the Executive Officer. CASS is a Joint Powers Authority established as a partnership between the California Department of Food and Agriculture (CDFA) and the Counties of Yolo and Trinity. Over time, CASS has significantly expanded its reach across California, delivering essential support to the agricultural industry and its consumers. CASS specializes in providing comprehensive human resources and administrative support services to enhance the efficiency and effectiveness of agricultural programs. Its diverse program activities include agricultural inspections, pest prevention, and other critical initiatives administered by CDFA, county agricultural commissioners, and various public agencies. By fostering collaboration and leveraging expertise, CASS continues to play a vital role in supporting California’s agricultural industry and safeguarding the quality and safety of its products. Our current work includes: Agricultural Commodity Grading Program Grading using County, State and Federal standards Emergency Pest Detection Trapping and Survey program Professional Develop and Educational Training Requirements POSITION OVERVIEW: Under the general supervision of the Chief Executive Officer, the Human Resources Manager exercises a high degree of initiative and independence in performing complex consultative and analytical human resource functions and administrative operations for the agency. This position manages the day-to-day operations of the Human Resources Department while overseeing office administration, facilities management, and related administrative support functions. Responsibilities include employer/employee relations, recruitment and selection, compensation and benefits administration, leave administration (e.g. FMLA, CFRA), performance management, safety, training and development, workers’ compensation, and other HR functions, as well as general office oversight, vendor coordination, and administrative systems management. The position requires critical thinking, problem-solving skills, and independent judgment and discretion. Bachelor’s Degree required.

Requirements

  • Bachelor’s degree and a minimum of 10 years’ experience in Human Resource management and experience, including some experience in office administration required.
  • Strong understanding of office management and administrative systems.
  • Budget, payroll, and finance knowledge.
  • Risk management and contract oversight experience.
  • Excellent interpersonal, written, and verbal communication skills.
  • Strong organizational, leadership, and problem-solving abilities.
  • Proficiency in Microsoft Office Suite and HRIS/administrative software.
  • Ability to manage multiple priorities and maintain professionalism under pressure.

Nice To Haves

  • HR certification preferred (SPHR or PHR).
  • California public or quasi-public sector experience is strongly preferred.

Responsibilities

  • Oversee day-to-day operational flow of the Human Resources Department.
  • Lead the development and implementation of HR policies and priorities; evaluate programs and recommend procedural or policy changes.
  • Manage consultant contracts, including extensions, evaluations, and maintenance of related files.
  • Serve as an HR consultant to clients on employment law, EEO, and personnel matters in consultation with the Executive Officer.
  • Advise managers and supervisors on handling sensitive issues such as discipline, conflict resolution, and terminations.
  • Conduct or oversee investigations into employee relations matters and make recommendations for resolution.
  • Respond to inquiries regarding HR policies, benefits, and procedures.
  • Partner with Accounting on payroll, benefits, Paylocity HRIS configuration, and retirement processing.
  • Ensure compliance with all applicable employment laws and reporting requirements.
  • Oversee classification studies, compensation structures, job description management, and benefits administration.
  • Facilitate workers’ compensation reporting and safety compliance.
  • Support training and professional development initiatives in collaboration with the Executive Officer.
  • Provide HR leadership, coaching, and policy interpretation for CASS supervisors and staff.
  • Oversee day-to-day operations of the headquarters office, ensuring a professional and efficient work environment.
  • Oversee administrative systems including office, technology and logistics.
  • Assist with agency-wide records management, document retention, and compliance.
  • Develop and implement administrative procedures and internal controls to improve operational efficiency.
  • Support internal and external logistics for meetings, training, and agency events.
  • Ensure a customer-service-oriented atmosphere in all office operations.
  • Provide leadership and supervision to HR and administrative staff.
  • Serve as liaison between HR, Accounting, and administrative teams to ensure coordinated internal operations.
  • Participate in planning and preparation for Board of Directors meetings; attend meetings as required.
  • Ensure adherence to agency policies, confidentiality standards, and compliance protocols.
  • Promote a positive, efficient, and professional organizational culture.
  • Research, compile, analyze, and interpret complex data for reports and presentations.
  • Maintain confidentiality and exercise sound judgment in all aspects of work.
  • Demonstrate cultural awareness and sensitivity in interactions with staff and clients.
  • Ensure compliance with agency attendance and time-off policies.
  • Perform other related duties as assigned to support the efficient operation of the agency.
