About The Position

At the Veterinary Referral Center of Central Oregon (VRCCO), the Human Resources Manager will be a vital member of a dynamic team dedicated to providing exceptional veterinary care. Requirements

  • 3+ years of Manager experience, preferably in a startup environment
  • Prior leadership experience and management of direct reports
  • BA/BS degree or the equivalent in experience
  • Expert knowledge of local employment law and HR best practices
  • Ability to develop positive working relationships across all levels and functions
  • Self-motivated with the ability to work independently and in a team environment
  • Excellent communication skills, both written and spoken
  • Proven track record of positively influencing teams and their leaders
  • Comfortable working in a dynamic, and constantly changing environment
  • Effectively handle multiple priorities, organize workload and meet deadlines.

Responsibilities

  • Develop and execute HR strategies that support organizational goals, workforce planning, and long-term growth.
  • Serve as a trusted advisor to executive leadership on culture, staffing, employee engagement, and organizational design.
  • Lead change-management initiatives, including expansions, restructuring, and process improvements.
  • Oversee full-cycle recruitment for clinical, surgical, technical, and administrative roles.
  • Build scalable hiring processes to support a 24/7 specialty medical environment.
  • Foster a positive, inclusive, and high-performance culture aligned with our mission and values.
  • Provide guidance on conflict resolution, performance management, and corrective action.
  • Conduct investigations and ensure consistent, fair application of policies.
  • Oversee compensation strategy, salary structures, and market benchmarking.
  • Manage benefits administration, open enrollment, and vendor relationships.
  • Ensure accurate and compliant HRIS data, reporting, and recordkeeping.
  • Ensure compliance with federal, state, and local employment laws, including Oregon-specific regulations (Paid Leave Oregon, OFLA, Oregon Sick Time, BOLI requirements).
  • Maintain and update employee handbooks, policies, and procedures.
  • Oversee workplace safety programs in partnership with Operations and Safety teams.
  • Developing systems, processes and best practices.
  • Payroll support.
