About The Position

At the Veterinary Referral Center of Central Oregon (VRCCO), the Human Resources Manager will be a vital member of a dynamic team dedicated to providing exceptional veterinary care. Requirements

3+ years of Manager experience, preferably in a startup environment
Prior leadership experience and management of direct reports
BA/BS degree or the equivalent in experience
Expert knowledge of local employment law and HR best practices
Ability to develop positive working relationships across all levels and functions
Self-motivated with the ability to work independently and in a team environment
Excellent communication skills, both written and spoken
Proven track record of positively influencing teams and their leaders
Comfortable working in a dynamic, and constantly changing environment
Effectively handle multiple priorities, organize workload and meet deadlines.

Responsibilities

Develop and execute HR strategies that support organizational goals, workforce planning, and long-term growth.
Serve as a trusted advisor to executive leadership on culture, staffing, employee engagement, and organizational design.
Lead change-management initiatives, including expansions, restructuring, and process improvements.
Oversee full-cycle recruitment for clinical, surgical, technical, and administrative roles.
Build scalable hiring processes to support a 24/7 specialty medical environment.
Foster a positive, inclusive, and high-performance culture aligned with our mission and values.
Provide guidance on conflict resolution, performance management, and corrective action.
Conduct investigations and ensure consistent, fair application of policies.
Oversee compensation strategy, salary structures, and market benchmarking.
Manage benefits administration, open enrollment, and vendor relationships.
Ensure accurate and compliant HRIS data, reporting, and recordkeeping.
Ensure compliance with federal, state, and local employment laws, including Oregon-specific regulations (Paid Leave Oregon, OFLA, Oregon Sick Time, BOLI requirements).
Maintain and update employee handbooks, policies, and procedures.
Oversee workplace safety programs in partnership with Operations and Safety teams.
Developing systems, processes and best practices.
Payroll support.
