About The Position

The Human Resource Manager is responsible for developing and implementing strategic HR initiatives that are aligned with the Broward Children's Center organizational strategies. This position will serve as a resource in strategic and tactical approaches for all HR areas including employee relations, employee engagement and retention, talent management, recruitment and selection, compliance, policy and procedure, performance management and evaluation, organizational development and strategic workforce planning. This position is responsible for ensuring policies, procedures, handbooks, job descriptions and HR programs are consistently administered, aligned with organizational goals and are in compliance with professional standards, state and federal regulatory requirements and laws. Broward Children’s Center (BCC) is dedicated to transforming lives by providing specialized care to children and young adults who are medically fragile and developmentally disabled. Our comprehensive services range from 24/7 skilled nursing at our pediatric care facility to developmental education programs, therapeutic support, and family-centered services like respite care, social services, and in-home health support. Requirements

  • Bachelor's degree (B. A.) from four-year college or university; or four to five years related experience and/or training; or equivalent combination of education and experience.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Valid Florida Driver's License, HIV & HIPAA Courses Completion of Professional Human Resource Course
  • PHR or SPHR Certification and maintain CEU's for compliance
  • Member of Society Human Resource Management (SHRM)
  • Strong assessment and documentation skills.

Nice To Haves

  • Previously worked in Health Care Facility.
  • Strong experience with Recruitment.
  • Experience with government audits.

Responsibilities

  • Applies Human Resource theory to different situational business environments. This includes but is not limited to: ability to provide overall HR guidance to managers/employees, ability to demonstrate an overall understanding of employment laws and regulations governing employment practices and the ability to professionally handle sensitive employee relation issues when necessary.
  • Prepares and implements recruiting strategy for organization.
  • Develops and maintains a Human Resources Information System that meets top management information needs including but not limited to: Administration of Performance Management and Wage Administration Benefits Administration Tracking FMLA & Personal Leaves COBRA Administration
  • Processes new hire paperwork including all background screenings
  • Conducts new employee orientation to foster positive attitude toward company goals.
  • Participates in complex investigations as well as other policy related violations when necessary.
  • Counsel employees through the progressive discipline process when necessary.
  • Facilitates employee terminations and exit interviews as necessary.
  • Provide recommendations to management based on results of data obtained in Exit Interviews.
  • Full cycle recruiting.
  • Enrolls eligible workers in company programs such as pension and benefits plans.
  • Processes and maintains medical, insurance and other personnel records and forms.
  • Keeps records of insurance coverage, pension plan, and personnel transactions such as hires, promotions, transfers, performance reviews and terminations.
  • Represents organization at personnel related hearings and investigations.
  • Keeps records of hired employee characteristics for governmental reporting purposes.
  • Consults legal counsel to ensure that policies comply with Federal and State law.
  • Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization.
  • Conduct annual Employee Satisfaction Surveys and submit data to management.
  • Follow up on implementation of suggested changes.
  • Provide documentation of each employee relations meeting to the CEO.
  • Meet with management and/or prepare reports about possible actions to be taken to improve worker moral, motivation, and efficiency, and to reduce absenteeism and turnover.
  • Maintain and update Administrative Policies & Procedures for organization.
  • Maintain and update all job descriptions for organization.
  • Maintain and update Employee Handbook as needed
  • Ensure organizational compliance with Health Care Reform.
  • Participate in and/or manage projects as assigned.
  • Oversees maintenance of all employee personnel and medical files; ensuring compliance with federal and state laws in addition to all applicable monitoring sources and organizational standards.
  • Ensure all HR filing in an effective, accurate and efficient manner.
  • Prepare departmental reports.
