The Human Resources team manages all aspects of recruitment, compensation, benefits, learning and development, talent management, and risk management for the City’s workforce. Under general supervision, the Human Resources (HR) Generalist provides team members professional human resources support on a broad range of HR disciplines and functions. This position is responsible for delivering excellent customer service to team members, applicants, and visitors. This position assists in recruitment and manages the administrative side of the onboarding process, creating a positive, welcoming impression for potential candidates and new hires. Additionally, the HR Generalist supports learning and development, connecting team members to opportunities for them to grow in skills and stay engaged with the organization. The HR Generalist is continuously growing and developing in a broad range of HR functions, deepening their areas of expertise. The HR Generalist has the opportunity to move to a Senior HR Generalist position once the requirements for that level are achieved, to include satisfactory work performance.

Requirements

  • Bachelor’s Degree in Human Resources, Public Administration, Business Administration, Organizational Development, or related field desired.
  • Four (4) years of experience in Human Resources is required to possess knowledge related to Human Resources practices and laws.
  • An approved combination of education and experience may substitute for the above-mentioned requirements.
  • Must possess a valid Texas Driver’s License.
  • Required Knowledge of: Customer service standards and protocol.
  • Human Resources functions.
  • City organization, operations, policies, and procedures.
  • Required Skill in: Service oriented and flexible to meet changing organizational needs, handle frequent interruptions and changes in priorities.
  • Organizing and managing time efficiently and effectively.
  • Demonstrating initiative and attention to detail.
  • Working well under multiple deadlines and priorities.
  • Exercising sound judgment, analyzing problems, providing alternatives, and identifying solutions in support of established goals.
  • Establishing and maintaining positive working relationships with guests, City team members, citizens, external agencies, applicants, vendors, and the public ensuring the delivery of high-quality customer service.
  • Excellent verbal and written communication skills.
  • Proficient in MS Office Suite to include Word, PowerPoint and Excel and other business applications.
  • Able to maintain a high level of confidentiality.

Nice To Haves

  • Professional Human Resources (PHR) or other certification(s) in a specific HR discipline preferred.
  • Senior level – Professional Human Resources (PHR) or other certification – PSHRA or SHRM certification preferred.
  • Experience with Workday highly preferred.

Responsibilities

  • Manages the non-uniform position posting and recruitment process.
  • Is the day-to-day expert in the City’s online application & applicant tracking system (ATS); provide required forms and documents to new team members, enters data into the City’s HR Information System (HRIS).
  • Performs candidate background verifications and initiates new hire onboarding processes, communicates with job candidates and new hires, coordinates various pre-boarding and onboarding activities.
  • Maintains and manages various types of HR records, such as I-9 and verification of employment requests; maintains a working knowledge of various HR disciplines, systems, and applications to perform functions efficiently and effectively.
  • Demonstrates initiative and independent thinking, solves, or assists in solving complex HR-related issues and provides solutions, creating best practices, making recommendations, and monitoring implementation of agreed-upon actions.
  • Develop and manage the City’s annual Job Fair.
  • Positively represent the City at recruiting functions with outside entities, such as job fairs and networking opportunities.
  • Assist with development and facilitation of the City’s Job Shadowing program, NB Connect.Assist with the development and facilitation of monthly training opportunities, in coordination with the HR Supervisor, to provide high-quality development opportunities to City team members.
  • Assists in ensuring the consistent delivery of excellent customer service to City team members; interacts with team members and provides guidance to a variety of HR questions; receives and directs calls and walk-ins of an advanced nature to appropriate Human Resources team-members when appropriate.
  • May assist in developing, reviewing, and updating website content; possesses technical skills for design and implementation of HR software programs and initiatives.
  • Assists with special projects, events, and assignments.
  • Performs other duties as assigned or required.
