About The Position

Perform moderately skilled administrative support across multiple levels of management, employees and key functional areas of Human Resources (HR) and other related work. HR Generalists support the operations of the HR office by ensuring compliance with employment law governed by Federal and State laws and County policies/procedures. They provide crucial administrative support, ensure smooth operations, supports HR initiatives, and maintain positive employee relations through efficient record-keeping, scheduling and communication.

Requirements

  • Graduation from high school or equivalent plus one year of post high school education or training in general office practices and administration or a related field
  • Two (2) years' experience performing the above or related duties
  • An equivalent combination of education and experience.
  • Some knowledge of basic procedures related to the employment life cycle; generally accepted Personnel policies and procedures; benefits programs; interpersonal communication technique
  • Working knowledge of modern office practices and procedures; strong organization skills to maintain accurate records and manage multiple tasks efficiently; alphabetical and numeric filing and documenting; English composition, spelling, grammar, punctuation, etc.; telephone etiquette; standard office equipment operation; computerized word processing, equipment and programs; computerized data base management and program applications; spreadsheet uses and applications; of Human Resources Management (HRM) theory, methods, and practices; benefit, retirement, and compensation laws and guidelines; federal and state laws as they apply to HRM practices.
  • Ability to maintain confidentiality, multi-task, learn and understand in a short period of time complex aspects of a personnel system; prepare technical reports, documents and agreements; analyze a variety of routine HRM issues and problems and make determinations relative to policy compliance; communicate effectively verbally and in writing; ability to establish and maintain effective working relationships with professionals, executives, department heads, employees throughout the organization, co‑workers and the public; work independently or with minimal supervision and deal effectively with stress caused by work load, management/supervisory relationships and time deadlines.
  • Highly proficient computer, keyboard, and 10-Key skills.
  • Strong organizational, multitasking, and time management skills.
  • Must be able to pass drug/alcohol testing, and a pre-employment background check.

Responsibilities

  • Act as initial contact for Human Resources. Respond to/or direct calls and inquiries to appropriate personnel County-wide.
  • Assist with all day-to-day functions and projects including but not limited to; recruitment process life-cycle, employee orientations, benefits, employee labor relations, employee professional development, employee record retention, compensation and job analysis/classification.
  • Assist with performing routine tasks required to administer and execute day-to-day functions related to all Onboarding processes including but not limited to, screening of applicants, scheduling interviews, scheduling pre-employment screening, creating new hire packets, conducting orientations.
  • Assist with Offboarding processes by reviewing benefits continuation, leave payouts and/or retirement benefits, if applicable, with terminating employees, close out employee records and work with Payroll on any applicable vendor notifications.
  • Create and maintain a variety of confidential computerized and hard copy files and records for employees, related programs and classification and compensation; receive and process personnel action forms; update employee records to reflect status changes including all onboarding and offboarding processes.
  • Assist with monitoring scheduled personnel actions related to promotions, general pay raises, terminations, and leave; monitor performance evaluation review dates and assist with notifications to department heads of deadlines.
  • Assist in benefit program administration; orient employees to program options and provisions; respond to questions and problems related to benefits and claims; performs routine research as needed to determine answers to problems and questions.
  • Assist with continued development and coordination of events pertaining to the functions of the Human Resources office such as service awards, benefits, and employment fairs.
  • Operate personal computer utilizing various software applications.
  • Create, maintain and ensure up-to-date and accurate department electronic and physical files and records; prepare correspondence, reports, announcements, memos, and related communications; assist with office supply orders and monitoring expenditures; under the direction of the department director and/or elected official; submit weekly and monthly invoices for payment; create or revise various forms.
  • Assist with receiving and processing worker's compensation claims, requests for Family and Medical Leave (FMLA) and other types of special leaves; assist with reviewing employee unemployment records and processes related to claims.
  • Assist with clerical maintenance functions related to updating classification program, position descriptions, salary schedules, etc.; assist in preparing and completing various surveys and reports as required by state and federal agencies in monitoring employment practices and procedures (EEO/AAP).
  • Ability to maintain regular, reliable patterns in work product and attendance according to Bonneville County's expectations.
  • Perform other job-related duties as assigned or required.
