About The Position

The position performs a wide range of Human Resources activities for the Aviation Department at Charlotte Douglas International Airport, which includes a diverse, non-union workforce of nearly 1000 positions occupying over 100 different job classifications (e.g. laborers, skilled trades, paraprofessional and professional occupations). Duties include but not limited to carrying out processes associated with employee relations, legal compliance and performance management. Attention to detail, strong writing and organizational skills with the ability to effectively plan, prioritize and organize work is essential to be successful. Works in partnership with other Human Resources and Organizational and Talent Development team members in the department and provides support to the Human Resources Generalist Senior and Human Resources Manager. Work is performed with latitude for discretion, independent judgment, and action under minimal supervision; initiative is expected. Work requires extensive contact with internal and external stakeholders, and representatives from a variety of organizations.

Requirements

  • High school degree or equivalent with five (5) years of relevant experience, or a 2-year college degree with three (3) years of relevant experience, or a Bachelor's level degree with one (1) year of relevant experience, or a Master's level degree with no experience.
  • Experience must include considerable involvement in performance management, responding to employee relations issues, and extensive customer relations experience.
  • Knowledge of: Considerable knowledge of the principles and practices of personnel administration. Considerable knowledge of employment laws and policies. Knowledge of and skill using various software tools, such as Word, Excel, PowerPoint, and Outlook.
  • Skill in: Excellent organizational, interpersonal, and written/oral communication skills. Troubleshooting and problem-solving techniques
  • Ability to: Adhere to procedures and maintain strict confidentiality. Learn the city HRMS system and other software required to perform duties. Exercise judgment and discretion in establishing, applying and interpreting departmental policies and procedures. Identify and analyze problems and identify possible solutions in support of established goals. Analyze complex problems and prepare recommendations and working procedures. Develop and maintain effective working relationships with co-workers, other City departments and the public, representing the airport in a positive manner. Express ideas effectively, both orally and in writing. Ability to prepare and present clear and concise reports, correspondence, and other written materials. Analyze statistical and historical data, apply and use results for process changes, report writing and presentations. Identify and effectively respond to issues, concerns, and needs. Ability to actively pursue and develop new ideas, methods, and procedures to meet changing situations.
  • Successful candidate must hold valid driver’s license with ability to qualify for and maintain a City driving permit.
  • Ability to pass a background check in advance of start date required. Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.

Nice To Haves

Responsibilities

  • Investigate, respond to, and resolve complaints made by employees, supervisors, and outside parties. Investigations include initial intake, interviews, and associated research, preparation of findings and follow-up documentation and communication.
  • Address employee concerns and issues, acting as a liaison between employees and management. Provide recommendations to Human Resources Generalist Senior and the Human Resources Manager regarding resolution.
  • Serve as the department Human Resources representative at unemployment and pre-termination hearings. Provide research and prepare written documentation in support of other legal actions such as grievances, EEOC claims, worker’s compensation claims, liability, and other suits. Provide research, documentation, and any recommendations to the Human Resources Generalist Senior and the Human Resources Manager regarding resolution.
  • Educate, counsel, and provide support to supervisors and employees to facilitate consistent application of rules, regulations, policies, procedures, performance standards, disciplinary and termination procedures. Serve as the primary representative on employee relations matters for assigned divisions. Provide recommendations regarding employee progressive performance management to the Human Resources Generalist Senior and the Human Resources Manager regarding resolution.
  • Facilitate timely completion of performance appraisals through performance management. Assist with ensuring supervisors are aware of the merit dates and other action dates of their employees. Manage and respond to requests in the PRD inbox in Outlook. Review appraisals, and track due dates, merit increases and lump sums. Create various reports related to performance appraisals and management. Train, guide and assist supervisory staff with documentation to promote consistent application of ratings.
  • Facilitate the monthly random drug and alcohol testing process for the department. Provide guidance and support to managers and employees regarding the random drug and alcohol testing process, including scheduling monthly testing, maintaining records, explaining procedures, addressing concerns, and ensuring understanding of policies and expectations. Facilitate the drug and alcohol reasonable suspicion process. Provide guidance and support to managers in handling reasonable suspicion situations, ensuring compliance with city policies and legal requirements.
  • Facilitate stay interviews to ensure a smooth and professional experience for employees. Conduct regular stay interviews with current employees to assess job satisfaction, gather feedback on workplace culture, and identify opportunities for improvement. Assist with the employee offboarding process to ensure timely completion of workflow tasks, including conducting exit interviews to gather insights, identify trends, and assess areas for improvement. Support the analysis of turnover and other key employment trends and recommend strategies for turnover reduction as needed.
  • Assist with developing programs, policies, and procedures to promote fair and equitable employee relations and business decisions. Facilitate consistent application of rules, regulations, policies, procedures, performance standards, progressive performance management and termination procedures. Assist with preparing materials and conducting training related to various employee relations and performance management topics.
  • Maintain accurate and up-to-date employee records and HR documentation. Provide support during Annual Enrollment or other special enrollments. Cross-train with Organizational and Talent Development – Human Resources staff and serves as a back-up during absences. Assist with position classification and compensation changes, trades, Service Level Changes (SLC) requests for the upcoming fiscal year and related actions. Perform associated research and make recommendations. Prepare required documents for review by the Human Resources Manager as needed.
  • Build collaborative and effective working relationships with staff and stakeholders across the department, city Human Resources, other city departments, and with other customers and service providers. Provide support to the Human Resources Generalist Senior and Human Resources Manager, and complete special projects as assigned.
