About The Position

The Human Resources & Environmental Health and Safety (EHS) Manager is responsible for leading and administering all Human Resources and Environmental Health & Safety functions within a California-based aerospace fastener manufacturing facility. This role serves as a strategic business partner to plant leadership while ensuring strict compliance with federal regulations (including OSHA and EPA), California labor law, Cal/OSHA standards, wage and hour requirements, workers’ compensation regulations, environmental compliance mandates, and aerospace industry quality standards (AS9100). The position drives a culture of safety, regulatory compliance, operational excellence, and employee engagement within a precision manufacturing environment.

Requirements

  • Bachelor’s Degree in Human Resources, Business Administration, Environmental Health & Safety, or related discipline.
  • Minimum five (5) years progressive HR experience in a manufacturing environment.
  • Minimum three (3) years EHS leadership experience in manufacturing.
  • Working knowledge of California Labor Code, wage and hour compliance, and Cal/OSHA regulations.
  • Experience in aerospace or precision manufacturing environment preferred.
  • Strong investigative, analytical, and project management skills.
  • Excellent written and verbal communication skills.

Nice To Haves

  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification.
  • OSHA 30-Hour Certification.
  • Experience with AS9100 quality systems.
  • Experience with DayForce HRIS system is a plus

Responsibilities

  • Serve as primary HR business partner to plant leadership and department managers.
  • Ensure compliance with California Labor Code (including Sections 510 and 511), Industrial Welfare Commission Wage Orders, meal and rest period regulations, and overtime laws.
  • Oversee recruitment, selection, and onboarding of hourly and salaried employees..
  • Administer wage and salary programs to ensure internal equity and compliance with California Equal Pay Act.
  • Lead performance management, progressive discipline, and employee relations investigations.
  • Administer workers’ compensation claims in accordance with California Labor Code and coordinate return-to-work programs.
  • Maintain accurate employee records and HRIS data (experience with DayForce HRIS system is a plus) consistent with California record retention requirements.
  • Oversee leave administration including FMLA, CFRA, Pregnancy Disability Leave, and other protected leave programs.
  • Coordinate required state and federal reporting (EEO-1, OSHA 300/300A, California Pay Data Reporting).
  • Partner with plant leadership on succession planning, workforce development, and training initiatives.
  • Promote a culture aligned with AS9100 quality management system requirements and continuous improvement.
  • Ensure compliance with Cal/OSHA Title 8 regulations applicable to manufacturing operations.
  • Maintain and post OSHA 300/300A logs in accordance with federal and California requirements.
  • Develop and administer Injury and Illness Prevention Program (IIPP) as required under California law.
  • Conduct Job Safety Risk Assessments (JSRAs) for cold heading, hot heading, thread rolling, tooling and secondary operations.
  • Lead incident investigations and root cause analysis for workplace injuries and near-misses.
  • Ensure compliance with Hazard Communication (HazCom) and Safety Data Sheet (SDS) requirements.
  • Oversee Lockout/Tagout (LOTO), Machine Guarding, PPE programs, and Arc Flash compliance where applicable.
  • Ensure proper handling and disposal of hazardous waste per California Department of Toxic Substances Control (DTSC) requirements.
  • Coordinate environmental compliance reporting related to air permits, waste manifests, and stormwater as applicable.
  • Maintain Critical Action Activity Calendar with compliance at 100% monthly
  • Lead plant safety committee meetings and drive measurable reduction in Total Recordable Incident Rate (TRIR).
