Requirements

  • Bachelor’s degree in Human Resources, Labor Relations, Business, or related field required
  • 8+ years of progressive HR leadership experience
  • Minimum 5 years in a unionized construction, heavy civil, utility, or skilled trades environment
  • Strong knowledge of federal and state labor laws and compliance requirements
  • Experience supporting a multi-site, field-based workforce
  • Proven ability to influence and partner with senior leadership

Nice To Haves

  • SPHR, SHRM-SCP, or similar certification
  • Experience in employee-owned (ESOP) or multi-entity structures
  • Strong executive presence
  • Skilled in conflict resolution and change management
  • Strong compliance acumen and working knowledge of employment laws

Responsibilities

  • Serve as a strategic and operational HR leader within a unionized construction environment
  • Partner closely with executive leadership, operations, and field management to align people strategy with business objectives
  • Ensure compliance with NLRA, FLSA, Davis-Bacon (as applicable), OSHA, and all applicable federal and state employment laws
  • Oversee employee relations investigations related to harassment, safety, policy violations, and workplace concerns, partnering with legal counsel as needed
  • Develop proactive strategies to mitigate risk related to wrongful termination, retaliation, and hostile work environment claims
  • Provide hands-on HR support and guidance to field superintendents and project managers on discipline, documentation, and performance management
  • Support workforce planning aligned to project demand cycles and seasonal fluctuations
  • Develop succession plans for critical field leadership roles
  • Ensure consistent onboarding practices for both union and non-union employees
  • Lead recruiting strategy for skilled trades, field leadership, and corporate roles in partnership with Talent Acquisition
  • Build strong talent pipelines through union halls, apprenticeship programs, and technical schools
  • Oversee workforce forecasting tied to backlog, growth projections, and labor demand
  • Strengthen employer-of-choice positioning within the trades
  • Oversee union wage schedules and fringe benefit administration
  • Partner with payroll to ensure accurate wage classifications and reporting
  • Lead annual compensation structure reviews for non-union employees
  • Serve as the primary HR leader for union workforce strategy and labor relations
  • Interpret and administer collective bargaining agreements
  • Partner with operations on grievance handling, dispute resolution, and contract compliance
  • Support labor negotiations preparation and labor cost analysis
  • Build strong working relationships with union representatives and business agents
  • Monitor union compliance requirements including hiring hall procedures, fringe benefits, and reporting
  • Coach senior leaders and project managers on effective workforce management practices
  • Drive engagement strategies across dispersed field teams
  • Establish and monitor KPIs including turnover, grievance frequency, time-to-fill, and labor cost metrics
  • Balance strategic leadership with hands-on execution in a fast-paced construction environment
  • Perform other duties as assigned
