About The Position

Position reports to the Human Resources Commissioner and directs the planning, development, implementation, administration, and budgeting of most or all of the following human resource functions: employment, compensation, benefits, employee relations, equal employment opportunity, organizational development, affirmative action, HRIS, and health and safety services programs. Advises Commissioner on personnel policy and program matters, making or recommending appropriate decisions as consistent with strategic direction.

Requirements

  • In-depth knowledge of HR laws and regulations.
  • In-depth knowledge of all HR functions, e.g., compensation, benefits, HRIS, employment, employee relations, organizational development, EEO/AA, health & safety, etc.
  • Strong knowledge of City's organizational structure and how different departments interface.
  • Strong planning, organizational, presentation, and communication skills.
  • Strong Microsoft Office, HRIS database knowledge. Strong budget and financial skills.
  • Ability to read financial statements.
  • Ability to analyze situations or data requiring in-depth knowledge of selecting methods, techniques, and evaluation criteria for obtaining results.
  • Ability to use Excel spreadsheets to analyze and present information on the financial impact of HR actions and decisions.
  • Ability to develop policies and processes that are in compliance with federal, state, and local statutes, and City guidelines.
  • Ability to interface with Mayor, City Council, and other high-level City management.
  • Ability to interface with external consultants.

Responsibilities

  • Reports to the Human Resources Commissioner and manages multiple functions that may include employment, compensation, benefits, employee relations, equal employment opportunity, organizational development, affirmative action, HRIS, and health and safety services programs.
  • Advises Commissioner on personnel policy and program matters, making or recommending appropriate decisions as consistent with strategic direction.
  • Evaluates and recommends city-wide HR policies and procedures.
  • Supervises a broad range of clerical, paraprofessional, and professional employees and managers.
  • Works with external consultants to provide required information and ensure the efficient operation of the function.
  • Selects, develops, and evaluates personnel to ensure the efficient operation of the function and plans for the long-term talent needs of the organization; identifies, coaches, and mentors employees for future positions.
  • Provides direction to a group of managers engaged in multiple activities related to the area of leadership responsibility; establishes operating policies; provides management coaching and guidance; builds relationships across department and City organizations; develops and manages organizational budget.
  • Applies organizational policies.
  • Selects from multiple procedures and methods to accomplish tasks.
  • Functions as a policy level of upper-middle management
  • Maintains formal management authority over multiple human resources functions.
  • Uses data to track, identify, and assess emerging people trends and advise on the potential impacts as they relate to compliance.
  • Develops and implements an audit process to ensure adherence to compliance standards; proactively engages in HR risk assessments.
  • Delivers effective presentations and trainings.
  • May interpret organizational policies and recommend exceptions.
  • May make purchasing or resource allocation decisions within organization guidelines.
  • May perform other duties as assigned.
