About The Position

The Human Resources Business Partner (HRBP) performs professional-level human resources functions and works closely with the Human Resources Director and Deputy Director to support designated County departments. This position partners across Human Resources functions to deliver value-added services to management and employees that align with the strategic objectives of the Department and Harford County. The HRBP is responsible for a broad range of human resources activities, including employee relations, training and development, performance management, onboarding, policy implementation, recruitment and employment, affirmative action, and employment law compliance. Requirements

  • Three (3) to five (5) years of professional human resources experience, with strong recruiting and talent acquisition experience required; five (5) years preferred.
  • Bachelor’s degree in Business Administration or a related field. Equivalent professional experience may be substituted for formal education on a year-for-year basis.
  • Thorough knowledge of employment-related laws, regulations, and compliance requirements.
  • Strong full-cycle recruiting and talent acquisition expertise.
  • Knowledge of HRIS systems, employee relations practices, compensation principles, and performance management processes.
  • Ability to exercise sound judgment, make independent decisions, and maintain confidentiality.
  • Excellent verbal, written, and interpersonal communication skills.
  • Strong leadership skills with the ability to work independently, take initiative, and influence outcomes.
  • Demonstrated ability to coach, mentor, and support leadership and employees.
  • Strong analytical skills, including the ability to research issues, analyze data, and present findings.
  • High attention to detail and accuracy.
  • Strong customer service orientation with the ability to interact professionally with diverse internal and external stakeholders.
  • Proficiency with Microsoft Office applications, including Word and Excel.

  • Knowledge of negotiation, conflict resolution, and complaint-handling techniques.
  • Strong active listening skills and the ability to remain composed and professional in difficult or high-conflict situations.
  • Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manual as required for this position.
  • A valid Class C non-commercial drivers license with no more than three (3) points.

Responsibilities

  • Conducts salary analysis to support competitive compensation practices that attract and retain talent
  • Serves as a strategic partner to assigned departmental leadership by providing guidance and support on human resources matters and workforce planning aligned with County objectives.
  • Leads and supports key human resources initiatives focused on strengthening employee engagement, job satisfaction, and employee-employer relationships.
  • Conducts or supports investigations related to employee complaints, workplace concerns, or policy violations, ensuring investigations are thorough, objective, and well documented.
  • Supports and monitors performance management processes and systems; provides guidance to leadership on coaching, counseling, career development, and disciplinary actions.
  • Maintains accurate and timely employee data within the human resources information system (HRIS); prepares, analyzes, and distributes reports to support operational and strategic decision-making.
  • Administers human resources plans, policies, and procedures; assists with policy interpretation and ensures compliance with federal, state, and local employment laws and reporting requirements.
  • Manages full-cycle recruitment and hiring activities for exempt and non-exempt employees, grant-funded positions, and temporary staff, including job analysis, posting development, applicant screening, interviewing, and job offer coordination.
  • Attends job fairs and recruitment events to promote Harford County Government employment opportunities; conducts new-employee orientation.
  • Maintains effective working relationships with peers, colleagues, and stakeholders; represents Human Resources on boards, committees, and at interdepartmental meetings as assigned.
  • Performs other related duties as assigned.
