This role provides professional human resources services to District sites and departments, coordinating centralized HR activities and processes. It involves researching and resolving HR issues, and critically, supporting, developing, analyzing, and modifying Human Resources computer and database systems as needed. The analyst will make recommendations for improving District practices related to Human Resource Reporting, database systems, and general HR practices to meet departmental and District goals. The position also entails responding to informational requests, supervising and coordinating staff activities (selection, counseling, disciplinary actions, workload management), planning and executing HR policies, and resolving complex HR issues. The analyst will implement process improvement methods, interpret collective bargaining agreements, Board policy, State and Federal laws, and personnel requirements. They will organize, collaborate on, and implement special HR projects, and work with management to develop and update procedural manuals. A key aspect is data analysis and report preparation, utilizing HRIS or ERP systems for union agreements, State, and Federal agency requirements, and personnel issues like recruitment, transfers, terminations, absences, layoffs, and legal matters. The role also involves monitoring data integrity, managing HR information systems to ensure accuracy and integration, participating in testing and implementing HRIS/ERP software enhancements, and recommending functional design, process flow improvements, and system upgrades. Finally, the analyst will create programming requests in the work order system and ensure adherence to all relevant laws, court orders, and District policies regarding reporting legislation.
