About The Position

The City of Folsom is currently recruiting for a Human Resources Analyst-Confidential in the Human Resources department. The City may consider hiring at the Senior Human Resources Analyst-Confidential level for those with more experience. Placement depends on experience and qualifications. This position is exempt, confidential, and not represented by a bargaining group. The ideal candidate will be responsible for the administration of the City's leaves of absence programs and serves as the initial subject matter expert for all disability accommodation matters. This position engages in the interactive process with employees and counsels employees on disability accommodations. Incumbents in this position must maintain a high degree of accuracy ensuring that all new claims, updates, and closed claim information regarding short- and long-term disability, FMLA/CFRA/PDL, Workers Comp, ADA, state statutory and City leaves are appropriately managed. The ideal candidate is an experienced HR professional, with knowledge of disability leaves management, and a commitment to fostering a positive, collaborative workplace. Under general direction of the Director of Human Resources, this position is responsible for administering the City Personnel Policies and assisting municipal departments in employee/labor relations, compensation and classification administration, recruitment, benefits administration, risk management, workers compensation, training and development, compliance issues and other human resources duties. Responsibilities also include maintaining effective relationships with employees, management, union representatives, and contract entities. Position works with considerable initiative and independence and handles confidential information.

Requirements

  • Knowledge of state and federal employment laws and the ability to apply such laws as they relate to municipal employment.

  • Plan, organize, administer, and coordinate a variety of complex programs and services.
  • Analyze information and make sound decisions and recommendations.

  • Prepare technical reports and research.
  • Effectively communicate verbally and in writing. Must be able to persuade without having direct authority.
  • Utilize strong computer skills with a variety of software applications, including but not limited to Microsoft Office, applicant tracking systems, and human resources information systems.
  • Prepare and effectively present employee training and development programs.
  • Prepare clear and concise technical and administrative and/or staff reports.
  • Exercise judgment, discretion and diplomacy to resolve public and employee issues and concerns on a timely basis.
  • Initiate own projects and manage priorities while balancing commitments to multiple stakeholders and operating in and being committed to a team environment.
  • Effectively interface with City officials, administrative officials, professional associates, active employees and their representatives, retirees, and the public.
  • Direct, plan, assign and evaluate work of administrative support staff.

  • Establish and maintain effective working relationships with those contacted in the course of work.
  • A bachelor's degree in human resources management, business administration, public administration, or a closely related field from an accredited college or university.
  • Two (2) years of full-time progressively responsible professional level experience in human resource administration, preferably in the public sector.
  • Two (2) years as a full-time Management Analyst (Confidential) with the City of Folsom or comparable public agency.
  • Four (4) years of full-time progressively responsible professional level experience in human resource administration, preferably in the public sector.

Responsibilities

  • Promotes positive teamwork and strengthens relationships among employees.
  • Acts as a consultant to various departments for employee issues.
  • Available to mediate issues and concerns, interpret and explain City policies, rules, procedures, practices, and collective bargaining agreements.
  • Conducts investigations of employee grievances and complaints and recommends appropriate action.
  • Keeps the Director of Human Resources informed of unusual and/or highly sensitive employee issues.
  • Advises management on a variety of issues including performance management, discipline, employee grievances, and staff development.
  • Designs recruitment strategies, selects test instruments, and manages recruitment processes.
  • Participates in the evaluation and selection of personnel.
  • Assists in the development and administration of employee/retiree benefit programs including, but not limited to, life, health, dental, long term disability, and other group benefits
  • Assists with managing third party administration of the workers' compensation program, prepares workers' compensation settlement authority requests; participate in the interactive process; coordinates industrial disability retirements when necessary.
  • Administers and/or oversees processes and procedures to ensure compliance with medical and disability leaves, including American with Disabilities Act, Family Medical Leave Act, California Family Rights Act, Pregnancy Disability Leave, Paid Family Leave, and other related laws.
  • Supports the Director of Human Resources with labor relations matters; assists with the collection and preparation of data used in negotiations; may participate in the collective bargaining process and participate in the meet and confer process on a variety of matters.
  • Maintains a fair and equitable system of classification and pay administration in assigned areas by performing job audits, evaluating findings, and making recommendations to departments regarding compensation levels.
  • Performs special studies and investigations, conducts research, analyzes solutions, and makes recommendations on various human resource issues.
  • Conducts EEO investigations, reasonable accommodation analysis, sexual harassment complaints, and other special investigations.
  • Advises management on respective issues.
  • Completes internal and external compensation and benefits studies.
  • Identifies, prepares, presents or coordinates the implementation of various employee training and development programs.
  • Reviews, evaluates, and modifies existing and proposed programs.
  • Monitors and evaluates operations and activities of assigned program responsibilities; recommends improvements and modifications; manages or oversees special projects; prepares various reports on operations and activities.
  • Monitors personnel transactions for compliance with policies, procedures, practices, and union contract provisions.
  • Directs and reviews the work of subordinate human resource staff in assigned areas.
  • Performs related duties as assigned.
