Job Description: Human Resources Advisor Purpose: Under general direction, provides management and employee groups journey-level professional human resources (HR) support on a broad range of HR issues and decisions. Responsible for the implementation of services and programs in one or more areas of HR. Austin Resource Recovery is looking for a dynamic Human Resources Advisor to join our team and help shape the employee experience. This position will work within the Human Resources division of Austin Resource Recovery to perform a wide variety of HR functions. Primary responsibilities include serving as the department’s FMLA Coordinator and Workers’ Compensation Representative. Partnering with external agencies and City of Austin departments to ensure compliance with Leave Management Programs, including ADA, Paid Parental Leave, Return to Work, and Shared Leave benefits. Managing Workday and UKG processes related to leave requests and payroll functions. Leading special projects and driving process improvement strategies that make a real difference. A successful candidate will be a collaborative and confident professional who models integrity, professionalism, and high energy. They thrive in fast-paced environments, effectively prioritizing and managing competing demands with a strong sense of urgency. Additionally, they demonstrate discretion in handling highly confidential and sensitive information while possessing excellent business writing, proofreading, and communication skills.

Requirements

  • Graduation with a bachelor’s degree from an accredited college or university in related field, plus three (3) years of HR experience.
  • One (1) additional year of experience may substitute for the education up to the maximum of four (4) years.

Nice To Haves

  • Strong knowledge of state and federal FMLA and Workers’ Compensation laws, including eligibility, compliance requirements, and documentation standards.
  • Strong Knowledge of City of Austin policies and procedures related to Workers’ Compensation, FMLA, ADA accommodations, Leave of Absence, Paid Parental Leave, and Shared Leave Benefits.
  • Demonstrated experience communicating and collaborating with management to provide advice and guidance on Workers Compensation, FMLA, leave programs and compliance with City of Austin policies.
  • Ability to explain complex leave laws and processes in clear, empathetic language to employees.
  • Experience working in an operational department with a high volume of leave management requests, ensuring accuracy and timeliness.
  • Proficiency in Microsoft Office applications, specifically Outlook, Word and Excel.
  • Familiarity with HRIS systems (such as Workday or UKG) for processing leave transactions and payroll adjustments.
  • Skilled in analyzing leave case files, identifying compliance risks, and implementing solutions.
  • Ability to travel to more than one work location.

Responsibilities

  • Assists HR management in planning, designing, developing, implementing, and evaluating major HR programs.
  • Serves as subject matter expert in providing advice and counsel to management and employee groups on a broad range of HR issues and with applicable regulations, programs, policies, and procedures.
  • Implements HR programs, procedures, processes, and strategies.
  • Recommends enhancements to improve policies, procedures, operational efficiency, and service quality; and monitors implementation of agreed upon actions until the problem has been resolved.
  • Advises and influences management in making sound HR-related decisions.
  • Identifies, analyzes, and recommends solutions for various HR problems using morale indicators and other personnel measurements, such as, but not limited to, surveys, turnover, and grievances; and presents recommendations for corrective action programs when needed.
  • Provides training to managers and supervisors on HR topics and procedures.
  • Researches, gathers, analyzes, and evaluates data and information; monitors program trends; reviews and performs quality checks of program-related data; and develops and maintains management reporting to support decision making and policy development.
  • Monitors and maintains system data, files, records, and reporting; transmits program data files to vendors; develops, monitors, and implements information tracking systems.
  • May provide leadership, work assignments, evaluation, training, and guidance to others.
