About The Position

BASIC FUNCTION : Responsible to develop and manage human resource functions that meet the needs of the Seneca Nation Health System (SNHS). Implements and oversees human resource policies and procedures as well as activities such as recruitment, interviews, hiring process, training, employee relations, employee evaluations, and oversees employee benefits. Assists with all necessary paperwork for proper signatures and budget information. Assists SNHS Human Resource (HR) Director with disputes between employees. Works closely with the SNHS HR Director and follows all SN Handbooks. GENERAL RESPONSIBILITIES: Supports staff by implementing recruiting and interviewing program; manages candidate selection, conducting and analyzing exit interviews; and recommending changes. Oversees the daily workflow of the department. Manages the entire hiring process, from job postings and screening resumes, to conducting interviews, making offers, and preparing paperwork for candidate selections based on Hiring Supervisor and their chain of command recommendations. Prepares new employees for their roles by updating and facilitating orientation and onboarding process. Ensures planning and monitoring of the 30-60-90 day and annual appraisal review of employee work performance in collaboration with Directors/Supervisors to coach and develop employee professional development. Maintains employee benefits programs and educates employees of benefits. Directs the process of benefits claims, such as Family Medical Leave, education leave, or extended personal leave, etc. Must consult with the Seneca Nation Benefits personnel before any action given. Coordinates with SN HR to ensure candidates have pre-screens and federal fingerprinting background checks done. Maintains HR Employee Health related records. Recommends and implements human resource guidelines, policies, and procedures to support management and organizational mission and goals. Maintains personnel records according to applicable state and federal laws. Maintains professional and technical knowledge through continuing education. Positively contributes and manages site Employee Relations Team. Contributes to the overall success of the organization by ensuring a positive and productive workforce. Partners with management in the planning and support for employee monthly meetings and employee events. Performs exit interviews to provide feedback to management. Serves as the main point of contact with hiring, benefits, management, employment verification, and the Seneca Nation/Health Handbook resources. Attends training on confidentiality, adheres to strict confidentiality with SNHS. Works with the Contract and Credentialing Coordinator when it concerns licensed and/or contracted employees such as the practitioners and their credential files. Upholds and promotes the value and integrity of the Seneca Nation Health System’s mission statement. Will promote SNHS in a positive manner. Works through a trauma-informed lens by incorporating key principles of both physical and psychological environment safety, trustworthiness and transparency, collaboration of decision-making during planning, empowerment by recognizing and building upon individual strengths, as well as recognizing and respecting the diversity of cultural backgrounds and sensitivity. Participates in other committees as requested by Chief Executive Officer or Chief Operating Officer. Participates and completes all mandatory staff meetings, trainings and in-services. Adheres to all policies and procedures of the department, Seneca Nation, and SNHS.

Requirements

  • Must have knowledge in human resource management, job descriptions, performance review methods and techniques, mentoring and coaching, and an understanding of relevant policies and procedures.
  • Must demonstrate supervisory skills, team building skills, problem-solving skills, basic counseling skills, negotiation skills, computer skills, effective written skills, analytical and interviewing skills.
  • Ability to multitask, prioritize work, and meet deadlines.
  • Ability to execute work plans independently.
  • Must have strong customer service skills.
  • Must have excellent verbal, listening, and written communication skills.
  • Proficient with Microsoft Office Suite or related software.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Bachelor's degree in Business Administration or Human Resource Management with at least three (3) years of human resources experience, required.
  • Must have a valid driver's license.

Nice To Haves

  • Experience with a Human Resources Information System (HRIS) system and talent management systems, preferred.
  • SHRM-CP, SHRM-SCP, or THRP certification highly desired.
  • Experience in a large hospital, academic medical center, outpatient health care setting, or Indian Health Service (IHS)/tribal health, preferred.
