About The Position

The Human Resources Manager is responsible for providing direction and management of all human resources functions for the Ontario International Airport contract, including policy development, employee relations/retention, and training programs. This role operates with a high level of autonomy while maintaining a strong, collaborative partnership with Corporate HR to ensure alignment with enterprise-wide strategies, policies, and compliance requirements.

Requirements

  • Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodation, that the essential functions of the job can be performed.
  • Bachelor’s degree with major course work in business management/administration or human resources and a minimum of five (5) years of experience in the human resources field or equivalent education/experience, with at least three (3) years of human resources management experience.
  • Comprehensive knowledge of general HR policies and procedures.
  • Extensive knowledge of federal and California state employment laws.
  • Excellent communication skills, both verbal and written, including computer literacy, particularly with MS Word, Excel, and Outlook.
  • Strong interpersonal skills, a positive attitude, and the ability to interact with all levels of staff and management.

  • Willingness to serve as an example of customer service excellence in all situations.
  • Ability to establish and maintain good working relationships with TBI employees, airline employees, vendors and subcontractors.

Responsibilities

  • Manages all employee relations activities including the performance management system, communication and recognition systems, total rewards, employee safety, affirmative action initiatives, internal and external recruitment and employment activities and succession planning activities.
  • Oversees the management of employee relations including investigation, documentation and resolution. Works directly with all management personnel as needed to provide advice/guidance and to assist them with carrying out their responsibilities on personnel matters.
  • Interfaces with corporate HR to proactively identify, escalate, and formally report complaints involving discrimination, harassment, retaliation, or other policy violations.
  • Lead and/or support workplace investigations in close collaboration with Corporate HR and, when applicable, legal regarding any complaints of sexual harassment, discrimination or other conduct prohibited by law and, as applicable, administers the local internal investigation of all such complaints.
  • Responsible for all aspects of the training cycle, from assessment of needs, development and delivery through to evaluation.
  • Oversees the administration of the human resources policies and procedures and HRIS maintenance for all Ontario personnel.
  • Partner closely with Corporate HR to align initiatives, share data, and drive organizational effectiveness.
  • Interfaces with corporate HR to facilitate and ensure compliance with any corporate HR initiatives.
  • Lead prevailing wage compliance efforts, ensuring accurate wage determinations, audits, and reporting for federally funded projects.
  • Maintains knowledge of federal and applicable state employment regulatory and legal requirements and ensures compliance therewith.
  • Responsible for the management and oversight of all other human resource functions at Ontario Airport location.
  • Performs other duties as assigned.
