Human Resources Manager: The Human Resources Manager is responsible for leading and directing the routine functions of the Human Resources department while supervising and supporting HR staff. This role oversees the effective execution, evaluation, and continuous improvement of HR systems and processes used across the organization. The HR Manager ensures that HR operations run efficiently, compliantly, and in alignment with agency goals while serving as a key partner to the Director of Human Resources and employees on all HR-related matters.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field (equivalent experience may be considered).
  • Minimum of five years of HR experience required.
  • Minimum of two years of supervisory experience required.
  • Strong knowledge of employment laws and regulations.
  • Excellent communication, organizational, analytical, and conflict resolution skills.
  • Ability to maintain professionalism, integrity, and confidentiality.
  • Proficiency with Microsoft Office and the ability to learn HRIS and talent management systems.

Nice To Haves

  • SHRM or HRCI certification preferred.

Responsibilities

  • Oversee the daily workflow of the HR department.
  • Recruit, interview, hire, and train HR staff.
  • Provide annual performance evaluations and oversee employee discipline and termination processes in accordance with agency policy.
  • Partner with the HR Director to execute the organization’s human resource and talent strategy, including recruiting, retention, and succession planning.
  • Provide guidance and support to HR staff and management when complex or sensitive issues arise, including investigations, reasonable accommodations, and terminations.
  • Serve as a point of contact for employees regarding HR matters and resolve concerns appropriately.
  • Maintain and improve HR processes, documentation, and employee data integrity.
  • Assist with audits, reporting, compliance initiatives, and policy updates.
  • Oversee benefits administration and support annual open enrollment.
  • Support talent acquisition efforts, collaborating with department managers to identify workforce needs and required competencies.
  • Prepare and review HR metrics and reports, including turnover and recruitment data.
  • Maintain compliance with federal, state, and local employment laws and regulations.
  • Stay informed of trends, best practices, and regulatory changes within human resources.
