About The Position

The Florida Department of Health is seeking an experienced and dedicated Human Resource Manager B (SES) to lead our Recruitment Section within the Office of Human Resource Management. This is an exciting opportunity for a strategic HR professional who is committed to delivering high-quality HR services across the Agency. Position Overview: In this management role, you will oversee a team of HR professionals who are responsible for ensuring compliance with recruitment processes throughout the Florida Department of Health. You will guide staff, manage complex HR functions, ensure compliance, and serve as a trusted advisor to all levels of staff.

Requirements

  • Knowledge of Microsoft applications software
  • Knowledge of State of Florida Personnel Rules and applicable Florida Statutes
  • Knowledge and the ability to use the People First system
  • Ability to interpret, apply and communicate applicable human resource management statutes, rules, policies, and procedures
  • Knowledge of methods of data collection and analysis
  • Knowledge of one or more personnel program functions such as classification and pay, insurance and benefits, recruitment and selection, labor relations, employee/employer relations or training
  • Ability to communicate effectively both in writing and orally
  • Ability to utilize a computer
  • Ability to coordinate work assignments, as well as projects and activities, with strong attention to detail
  • Ability to collect, evaluate, and analyze data relating to human resource management program functions
  • Ability to prepare reports relating to human resource management program functions
  • Ability to train and teach others
  • Recruitment related experience in an HR office
  • Proficiency using Talent Management in People First
  • Professional Customer Service experience

Responsibilities

  • Lead and manage the Recruitment Section which includes providing supervision, training, performance evaluations, and direction to HR staff.
  • Ensure compliance and consistency throughout the recruitment process, including but not limited to job advertisements, applicant screening, interviews, selection processes, and background and drug screenings.
  • Maintain adherence to all relevant laws, rules, statutes, and procedures, including Veterans’ Preference, Background Screening (Chapter 435), Federal Laws, and State Personnel Rules.
  • Provide technical guidance and expert consultation to hiring offices.
  • Manage exemption requests and resolve issues related to background screenings.
  • Develop and maintain HR policies, procedures, documentation, and training materials.
  • Serve as department liaison to the Florida Department of Veterans’ Affairs and the Florida Commission on Ethics for Veterans' Preference matters and financial disclosure requirements.
  • Conduct research, investigate personnel issues, and recommend solutions.
  • Lead special projects upon request.
  • Perform additional HR duties as assigned to support the mission of the Florida Department of Health.
