About The Position

The Florida Department of Health is seeking an experienced and forward‑thinking Human Resource Manager B (SES) to lead our Classification Section within the Office of Human Resource Management. This is an exciting opportunity for a strategic HR professional who is committed to delivering high-quality HR services across the Department. Position Overview: This position serves as the manager of the Classification Section and is responsible for planning, directing, and coordinating a comprehensive human resource management program specializing in the classification system. The position works under the Chief of Human Resources Management and requires strong independent judgment while partnering closely with all levels of staff throughout the Department. The Human Resource Manager B plays a critical role in guiding classification decisions, supporting organizational structures, maintaining compliance with personnel rules and statutes, and ensuring consistent application of HR policies across the Department.

Requirements

  • Knowledge of Microsoft applications software
  • Knowledge of State of Florida Personnel Rules and applicable Florida Statutes
  • Knowledge and the ability to use the People First system
  • Ability to interpret, apply and communicate applicable human resource management statutes, rules, policies, and procedures
  • Knowledge of methods of data collection and analysis
  • Knowledge of one or more personnel program functions such as classification and pay, insurance and benefits, recruitment and selection, labor relations, employee/employer relations or training
  • Ability to communicate effectively both in writing and orally
  • Ability to utilize a computer
  • Ability to coordinate work assignments, as well as projects and activities, with strong attention to detail
  • Ability to collect, evaluate, and analyze data relating to human resource management program functions
  • Ability to prepare reports relating to human resource management program functions
  • Ability to train and teach others
  • Classification related experience in an HR office
  • Proficiency using Org Management in People First
  • Professional Customer Service experience

Responsibilities

  • Lead and supervise Classification Section staff, including hiring, training, evaluating performance, assigning work, establishing expectations, and coordinating schedules.
  • Manage all classification activities, including position descriptions, organizational charts, classification tickets, and reorganization requests.
  • Advise leadership and managers on classification matters and maintain up‑to‑date knowledge of laws, rules, and regulations related to classification, SES/SMS requirements, and perquisites.
  • Provide technical assistance to all levels of staff on personnel rules and HR policies.
  • Develop and maintain HR policies, procedures, and documentation, ensuring accuracy and accessibility.
  • Conduct research involving HR matters and recommend solutions and procedural improvements.
  • Deliver classification related training and support broader HR capacity‑building efforts.
  • Perform additional HR duties as assigned to support the mission of the Florida Department of Health.
