About The Position

I. BASIC FUNCTION: Responsible for assisting the Human Resource Director with all aspects of personnel administration and management with a particular emphasis on benefits administration, compensation, employee relations and staff development and learning management systems. Requirements

  • Bachelor’s Degree in Business Administration or related field required.
  • Two plus (2+) years of human resource experience or equivalent work related experience required.
  • Ability to handle confidential information.
  • Must demonstrate ability of effective communication skills, both oral and written.
  • Must demonstrate initiative, independence, leadership skills, and exercise good judgement.
  • Word processing and computer skills preferred.

Nice To Haves

  • Personnel management and/or employment law experience preferred.
  • Experience with learning management systems preferred.

Responsibilities

  • Assists with the administration of overseeing, monitoring and ensuring/emphasizing the Health Center’s commitment to compliance with all Federal Laws, Regulations and/or Guidelines concerning Drug Free Workplace, Harassment Free Workplace, Americans with Disabilities Act, Family Medical Leave Act, Equal Opportunities Employer, COBRA, etc. and other relevant compliance activities.
  • Assists with the coordination of the employee hiring process, including notification/advertising of position openings, screening and routing of applications to appropriate supervisors, assisting with interviewing process, conducting all pre-employment reference and background checks, drafting offer letters, planning/conducting employee orientations/onboarding, etc.
  • Assists with the administration of the employee benefits program, including benefit analysis, health/dental/vision/life insurance coverages, worker’s compensation, disability insurance, work-site benefits, Employee Assistance Program (EAP), etc. Works closely with the Financial Accountant/Payroll and third-party administrator with ACA reporting.
  • Assists with the investigation of employee disciplinary problems and recommends appropriate course of action according to Health Center policy – including written warnings, suspension and/or discharge. Follows-up with Team Leaders and Supervisors of necessary changes to improve/enhance employee productivity and performance, including emphasis on employee personal growth and development, as well as, coaching and counseling.
  • Assists with the coordination of the employee termination process, including employee out processing, conducting exit interviews, and coordination of COBRA benefits explanation and implementation through thirdparty administrator. Reviews unemployment claims, protests claims as appropriate and represents the Health Center in unemployment hearings/appeals when necessary.
  • Assists with the maintenance of the FCHC Employee Handbook, including the maintenance of HR policies.
  • Assists with the maintenance and updates of the employee personnel records, including job descriptions, certifications, continuing education and performance evaluations, general correspondence, etc.
  • Assists with the completion and submission of documentation to external agencies including worker’s compensation claims, unemployment claims, verification of employment, general correspondence, etc.
  • Consults with FCHC legal counsel, as needed and with permission, to ensure Human Resources legal guidelines are met by both the agency and its employees.
  • Assists with the maintenance and the update of personnel information in ADP TotalSource. Assists with the registration of new hires and updates salary changes in ADP TotalSource. Assists with internal ADP TotalSource audits, when necessary. Collaborates with the Financial Accountant/Payroll to ensure personnel and payroll functions operate both efficiently and accurately in ADP TotalSource.
  • Assists with the coordination of day-to-day activities in wage and salary administration – administers wage & salary scale and monitors effects on performance appraisal system. Conducts and analyzes wage and compensation surveys as needed. Works with Team Leaders to prepare market adjustment proposals, review pay grade structure, compile analysis of adjustment costs and make recommendations to the HR Director, Chief Financial Officer and Chief Executive Officer.
  • Assists with the organization and development of employee appreciation events, staff development and morale activities, including WOW Program.
  • Assists with the maintenance of the organizational staffing chart and job descriptions.
  • Represents the Center at off-site meetings, conferences, committees and job fairs as assigned by the Human Resource Director.
  • Assists in the oversight of the learning management systems (RELIAS), specifically with reporting and assuring adherence and any related competency testing and tracking by staff role.
  • Assists in special projects as assigned.
  • Participates in Health Center staff problem solving groups.
  • Attends and participates in department meetings, etc.
  • Performs other duties as assigned.
