About The Position

Remote Human Protections Administrator (HPA), Institutional Review Board (IRB) Regulatory Support Introduction : Reef Systems is seeking a fully remote, full-time Human Protection Administrator (HPA) to provide Institutional Review Board (IRB) support.

Requirements

• Masters in Clinical Research Management/Regulatory or similarly related and relevant field of study.
• The Certified IRB Professional (CIP) credential recognizing the individual with expertise in overseeing and administering Institutional Review Boards (IRBs) and human research protections programs (HRPPs) or the Certified Clinical Research Coordinator (CCRC).
• Comprehensive understanding of 45 CFR part 46 and Air Force-specific instructions for Human Research Protection Programs (HRPP).
• A minimum of two years of experience in research administration, coordination or IRB office operations.
• U.S. Citizenship: Employee must be a U.S. citizen.
• Individual SECRET Clearances IAW DD254.
• The Contractor shall obtain a U.S. security clearance at the minimum level of "Secret" for all contractor personnel required to have access to classified information or require IT-II level access.

Responsibilities

• FWA Management: Submits, implements, and maintains the institution's Federalwide Assurance (FWA) and any internal Institutional Review Board (IRB) registrations.
• Regulatory Compliance: Ensures all research activities align with 32 CFR Part 219 (the Common Rule) and DoDI 3216.02_DAFI 40-402.
• Protocol Review: Performs substantive administrative reviews of research protocols and identifies projects that are either "not human subjects research" or "exempt".
• Reporting: Promptly reports unanticipated problems involving risks to subjects, serious noncompliance, or IRB suspensions to the Institutional Official (IO) and federal agencies.
• Training Coordination: Oversees human subjects protection training for investigators and IRB members to maintain a culture of compliance.
• External Liaison: Acts as the primary contact for federal oversight bodies like the Air Force Research Oversight & Compliance office.
