Official Position Description: Serves as District 4 Human Resources Manager (i.e., on behalf of agency) by formulating policies & procedures & planning & directing the implementation of human resources sub-programs (i.e., Employee Services, Benefits, & Training); (e.g., advises lower-level Human Capital Management (HCM) & Training staff on complex questions &/or issues; confers with District Senior Management team & cost center managers to discuss issues related to staffing, classification & compensation, training, & performance improvement; advises & interprets human resources policies & procedures related to sub-programs; establishes measurable indicators of accountability to effectively assess sub-program processes & customer service satisfaction; utilizes computer & related software (e.g., Microsoft (MS) Office, Business Intelligence (BI) Cognos) to research, analyze, document, &/or generate reports or correspondence based on data gathered for sub-programs & utilizes information to develop & implement policy & process changes in areas of Employee Services, Benefits, & Training as well as to provide information related to inquiries from internal & external customers. Advises Business & Human Resources Administrator (BHRA) on Human Resources (HR) issues & status of sub-programs operations. Supervises, plans, directs, & appraises work of HR Department staff (e.g., trains & provides feedback; conducts performance reviews; approves leave; conducts staff meetings to discuss & implement policies, procedures, & program activities & resolve issues; reviews responses & reports of HR staff & provides them with feedback or suggests training &/or learning opportunities); uses a computer & related software (e.g., Kronos, Ohio Administrative Knowledge System (OAKS); establishes &/or oversees office recordkeeping, employee work schedules & other support activities; conducts interviews & orientation & arranges participation in job fairs & other recruitment activities). Develops, submits & monitors budget for work unit. Participates on committees involved in researching & developing new programs or procedures or to revise existing programs or procedures. Performs miscellaneous duties to facilitate the operational efficiency of work unit (e.g., ensures department records are maintained &/or disposed according to retention schedules; conducts performance evaluation appeals; coordinates subject matter experts & conducts job analysis; attends training & conferences to keep pace with changes in technology, laws, policies & procedures related to Human Resources area, Equal Employment Opportunity (EEO), & sub-programs; provides presentations on department related work &/or issues).
