About The Position

Job Responsibilities Lead HSE compliance at CCEF. Conduct annual reviews of HSE procedures and recommend necessary improvements. Lead development and implementation of annual HSE plans, goals, and strategies for improving safety and environmental performance. Conduct periodic HSE audits and prepare audit reports. Lead the management of key environmental programs including air quality, hazardous waste, wastewater discharge, and pollution prevention. Manage compliance obligations related to the quality assurance requirements for continuous emissions monitoring systems (CEMS) for the Facility. Act as the CEMS subject matter expert for emissions reporting. Develop CEMS analyzer troubleshooting skills. Execute applicable management systems and programs to ensure regulatory compliance along with company policy, process, and procedure. Work collaboratively across departments to ensure HSE compliance and continuous improvement. Develop, monitor, assess and communicate HSE risk mitigation strategies. Conduct, manage, and track HSE related training through the training web-based application and other facility records. Responsible for the management of HSE computer based training and instructor led training. Develop, review, update, and train employees on applicable spill prevention, risk management, pollution prevention, and emergency response plans as well as permit applications and limits. Support the management of key environmental programs including air quality, hazardous waste, wastewater discharge, and pollution prevention. Programs include but not limited to: Title V Air Permit; Storm Water Management; and Spill Prevention Control and Countermeasures (SPCC) Plan. Manage key Facility health and safety programs including Safety Committee, Safety Observation, Operational Assessments, and Station Drills,. Lead HSE incident investigation process and participate when required to ensure that effective investigations focusing on root cause and corrective and preventative measures are implemented and shared both internally within facility and externally with company HSE and fleet groups. Represent the facility internally and externally to strengthen HSE partnerships and relationships with key stakeholders. Active HSE participation and management of the Facility Staff and Contractors. Particularly during Outages, a visible presence and observations of Contractor HSE performance is required on a daily basis. Maintain professional affiliations with HSE organizations and other professionals to keep current with new regulations and ensure good management practices are utilized. Lead, communicate, negotiate, and resolve respective compliance issues with regulatory agencies as necessary to address environmental reporting, deviations, and notices of non-compliance. Manage HSE compliance requirements in the web-based compliance tracking tool, including ensuring tasks are completed prior to the due date, adding completion comments for the task, uploading completion evidence/documentation for the task, and adding additional compliance tasks as necessary. Manage departmental budgets and ensure value-driven resource planning. Collaborate inter-department to manage HSE vendor and contractor performance and business needs for contracts and services performed at the facility. Maintains detailed record-keeping practices. Perform/assist in other duties as assigned by the Facility Manager.

Requirements

  • Demonstrated experience and ability to deal with complex HSE situations and issues.
  • A self-starter with a high degree of initiative and proven ability to lead and execute specialized HSE programs.
  • Effective management of compliance and project goals such as meeting submittal deadlines and managing scope and project costs.
  • Ability to perform and manage multiple tasks and issues simultaneously and perform assigned responsibilities at a high level in a fast-paced, often changing environment
  • Leadership, positive attitude, and ability to manage a strong and proactive team from an HSE perspective.
  • Will write routine reports, solve practical problems, clearly communicate tasks and needs, and train other personnel.
  • Specialized regulatory knowledge of health, safety, and environmental (both federal and state) regulations, including OSHA,NFPA, Clean Air and Water, and Waste Disposal.
  • Strong computer skills, including the ability to learn and manage specific web based applications (incident reporting system, compliance calendar, web based training, etc.).
  • Adherence to EthosEnergy corporate environmental policies and directives.
  • Demonstrated good verbal and written communication skills.
  • Commensurate experience/professional training is required as well as a demonstrated track record in developing, implementing, and maintaining health, safety, and environmental policies and procedures in an industrial setting.
  • Experience in the management of Title V and state issued air permits and associated reporting is required.
  • A minimum of 5 years of relevant experience is required for this position; power generation related experience with strong emphasis in environmental programs is preferred.
  • Strong communication and willingness to have a hands-on approach is required.
  • Bachelor's Degree or equivalent qualifications, with specialization in engineering or environmental science highly desired.
  • Health, Safety and Environmental regulatory knowledge.
  • Knowledge of audit processes and procedures.
  • Incident investigative skills.
  • Ability to walk, reach, climb, stoop and lift (up to 50 pounds).
  • This position may require extended working hours and varied shifts including weekend and holiday work to support plant operation.
  • Ability to work at heights and in confined spaces.
  • Occasional travel
  • May require working nights and/or weekends as necessary to support Facility operation and maintenance and outages, in addition to a rotating duty schedule.

  • A minimum of 2 years' experience leading highly qualified and specialized teams in power generation or industrial facility is preferred.
