Utah Housing Corporation (UHC) located in West Valley City, Utah, is seeking a full-time HR Program Manager to join the Human Resources team. This role designs, implements, and manages HR programs across performance management, compensation, inclusion and belonging, recognition, HR systems, wellbeing, and employee relations. The HR Program Manager collaborates with organizational leaders and external vendors to ensure programs are effective, compliant, and aligned with UHC's goals. UHC's mission is to serve Utah's housing needs through finance and innovation. We are guided by core values - integrity, respect, communication, teamwork and collaboration, and growth and development - which shapes how we work together and how we support the communities we serve. We are looking for someone who embodies these values in their daily work and takes pride in contributing to a purpose-driven organization. The HR Program Manager position pays between $81,203 and $114,413 annually, based on education and experience. UHC offers a comprehensive benefits package that includes employer contributions to Utah Retirement Systems (URS), PEHP traditional health plans, and a high-deductible health plan with HSA contributions. Additional benefits include dental and vision coverage, flexible spending accounts, group term life and accident insurance, and retirement options including 401(k), 457, IRA, and Roth IRA plans. Employees also enjoy an onsite fitness center, a 1.6-mile walking path, 30 minutes of paid daily exercise, a convenient onsite market, flexible work hours, and limited remote work opportunities, all within a supportive, coaching-oriented environment. Under the direction of the VP of HR, the HR Program Manager leads the organization's talent, performance, and succession programs. This role facilitates performance accountability, manager coaching, and calibration discussions; and supports succession planning and internal mobility initiatives that promote career growth. The HR Program Manager also oversees compensation and total rewards programs, conducting salary analyses, maintaining salary ranges, administering recognition initiatives, and managing related vendor relationships. Inclusion, belonging, and employee wellbeing are central to this role. The HR Program Manager develops programs and resources to strengthen an inclusive culture, provides guidance on wellbeing, safety, and change management, and oversees FMLA leave and the ADA interactive process. The role ensures HR systems are aligned with organizational needs, supports updates, and maintains efficient HR operations. The HR Program Manager provides employee relations support by assisting the VP of HR and leaders with performance issues, investigations, terminations, and outplacement processes while responding to employee inquiries and directing matters to the right channels. The role also leads cross-functional HR projects as directed and manages vendor relationships to reduce human capital risks.
