GRADE 15 This position offers a salary range of $62,220 - $69,633/year, with potential for advancement up to $96,790 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $69,633/year. LOCATION OF POSITION 7800 Harkins Road Lanham, MD 20706 The Maryland Department of Housing and Community Development is located in Prince George's County across from the New Carrollton Metro stop. POSITION DUTIES The position reports to the Employee Relations and HR Generalist Manager and is responsible for providing support for various human resources activities. This includes recruitment, benefits onboarding, leave management, performance management, and data/records retention management. The incumbent is expected to recommend the agency's best practices to ensure compliance with Federal, State, and Local labor laws while mitigating risks. Responsible for ensuring employees understand their rights and responsibilities and comply with safety laws and internal policies and procedures. The incumbent must conduct new hire orientations bi-weekly and have excellent communication skills. The position works closely with the HR Director/Deputy Director to draft policies and procedures and ensure they are accessible to all employees through the DocuSign, intranet, shared drive, and bulletin boards. The incumbent assists the Training and Development Manager with training and performance management and ensures employees understand and comply with all applicable rules and regulations. Additionally, the incumbent works seamlessly with management, employees, and external partners. The incumbent must be proficient in MS Word, Excel, and PowerPoint and comfortable with public speaking. The ideal candidate must be knowledgeable about various laws and regulations and the state leave package, able to work independently, and oriented.

Requirements

  • Six years of experience, two years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation and an additional four years of professional HR management work experience in the areas of recruitment and selection, classification, salary administration, employer relations, test development and validation or as a generalist.

Nice To Haves

  • Experience with full-life cycle recruitment activities (i.e. preparation, sourcing, screening, selecting, hiring, and onboarding) recruitment process).
  • Experience onboarding new hires (i.e. tax forms, I9, benefits, policies and procedures, etc.).
  • Experience with training and development.
  • Knowledge of Database, Microsoft office suite, HRIS and Applicant Tracking System.
