Responsible for overall personnel procedure development and implementation. Assures all matters of personnel policy and procedure dealing with employees meet current acceptable practices and are within the guidelines of the SCA and Collective Bargaining Agreement (CBA) and/or within Federal and State rules and regulations. Responsible for the oversight and administration of Human Resources Management program including labor relations, employee relations, recruiting, hiring, compensation and benefits, affirmative action and EEO compliance, conducts training, drug/alcohol testing, personnel certification fulfillment and worker’s compensation compliance.
