About The Position

Under general supervision of the Chief of Business, Administration, and Technology, the HR Generalist II performs a variety of human resources and administrative duties, with a concentration on recruitment, selection and hiring, and communicating with internal and external organizations. This individual will exercise some judgment and discretion in performing human resources routines with technical advice available when needed and will determine methods necessary to accomplish duties and objectives. Highly developed communication skills, organizational skills and attention to detail are critical. Performs other and related work as required.

Requirements

  • Bachelor’s degree in a human resources field (industrial relations, human resources, etc.) from an accredited college/university AND one year of paid, full-time equivalent, directly related HR experience OR
  • At least 60 hours of college coursework AND least two years of paid, full-time equivalent, directly related HR experience.
  • Must have a valid Driver’s License and a good driving record with no DWI violations with in past 5 years and no other moving violations within the past year.

Nice To Haves

  • Preference will be given to applicants with Bachelor’s degree in human resources field and paid, full-time, directly related HR experience.
  • Preference will be given to applicants who have paid work experience specifically handling the employment process.
  • SHRM-CP/PHR/SPHR certification is highly desirable.

Responsibilities

  • Employee Lifecycle Administration: Responsible for in-processing, employee changes, and out processing of all employees in coordination with the City of Shreveport Personnel office.
  • Recruitment & Employment Processing: Responsible for employment process; prepares vacancy announcements; handles posting of vacancies using Applicant Pro software and handles all correspondence with applicants and hiring team; tracks hiring process with email correspondence and related paperwork; conducts reference checks and coordinates background checks and pre-hire drug screenings; maintains employment process files.
  • Employee Relations Support: May assist with investigations, resolving inquiries and/or complaints, and with policy interpretation; responds to HR-related inquiries from employees and supervisors.
  • HR Records Management & Compliance: Responsible for record keeping in HR, in accordance with federal, state and local laws as well as the SML Retention Schedule, to include current roster of employees, current records on all employees, and all current information regarding pay rates, schedules, and classifications.
  • Employment Verification Support: Acts as a backup for the HR Generalist I with handling employment verifications.
  • Employee ID Badging: Prepares new hire and employee replacement badges.
  • Personnel File Management: Responsible for filing of HR records, with assistance from HR Generalist I, may participate in file audits of personnel files.
  • Training & HR Education: Conducts general and specialized employee training sessions concerning human resources issues to supervisors or other employees.
  • Intergovernmental Liaison: Serves as a liaison between some City departments and the Library.
  • HR Documentation & Support: Assists with updating and producing various manuals produced by the HR department.
  • Administrative & Team Support: Provides assistance to other HR and Administrative staff as needed.
  • Professional Development: Attends workshops and conferences as needed; meets quarterly with supervisor for work review meetings and other departmental meetings as required.
  • Other: Performs other duties as assigned.
