About The Position

Under direction from the HR Supervisor performs a wide range of responsible, complex and specialized technical and analytical personnel work in the recruitment and selection of employees, employee relations, record keeping and other phases of the personnel program; and to do other work as required. Incumbent in this class performs the advance level scope of assignments in the personnel field including complex studies and projects requiring analysis, extensive research, unusual or original solutions, and inter-departmental relationships. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and polices of the work unit.

Requirements

  • Possession of Bachelor’s Degree from an accredited college or university with major study in human resource management, business/public administration, industrial psychology or related field; or Professional in Human Resources (PHR) certification through SHRM, or completion of an accredited Human Resources certification program preferred. Significant previous experience may be substituted for degree/certification.
  • Four (4) years of experience in professional personnel work which must have included as primary responsibility one or more of the following: job analysis for recruitment and selection; employment test construction; job analysis/evaluation for position classification; compensation analysis; resolution of grievances, including presenting cases at hearings or conducting hearings. (Completion of graduate level courses from a recognized college in industrial/organizational psychology or closely related field may substitute for up to one year of the required experience on the basis of 24 semesters of 36 quarter units equaling one year of experience.
  • Possession of, or ability to obtain, an appropriate, valid California driver’s license. Employees must maintain a driving record, which meets the insurability requirements of PHH, Inc.
  • Principles and practices of personnel administration including job classification, salary administration, recruitment, interviewing, employee relations, compensation practices, benefits administration and affirmative action
  • Principles and practices of personnel administration as it applies to organization and management.
  • Applicable Federal and State laws and regulations such as, but not limited to, FLSA, EEOC, ADA, Workers’ Compensation, State Disability, COBRA, NLRA, Title VII, FMLA, CFRA, PDL, Rehabilitation Act
  • JCAHO Standards pertaining to the Management of Human Resources
  • Application of statistical methods to personnel work
  • Techniques of job analysis for position classification, recruitment and selection
  • Modern office methods and procedures
  • Microsoft Word and Excel; HRIS
  • Understand, interpret, apply and explain personnel laws, rules, regulations, standards, policies and procedures
  • Objectively coach employees and management through complex, difficult, and emotional issues and make recommendations to effectively resolve problems or issues, by using judgment that is consistent with standards, practices, policies, procedures, regulation or government law
  • Effectively evaluate, conduct background and reference checks, and hire employment candidates
  • Secure cooperation of department heads in accepting and carrying out sound personnel management practices
  • Conduct thorough internal investigations
  • Keep abreast of developments in the field of personnel administration
  • Collect data, analyze it objectively, present it clearly, and prepare sound recommendations and reports
  • Communicate effectively, both orally and in writing with all levels of staff; effectively organize, prioritize and complete multiple tasks
