About The Position

Works under the general direction of the HR Compliance Officer to administer and oversee the operational functions of the city’s Human Resources Compliance (HRC) office. Assists in the implementation and enforcement of HRC Programs in alignment with federal, state, and local laws, City ordinances, Civil Service rules, administrative regulations, and management directives. Ensures consistent interpretation and application of compliance standards across divisions. Oversees the daily administration of ADAAA I & II, FMLA, HIPAA, EEO, Civil Service compliance, and related regulatory programs. Monitors Citywide adherence to applicable employment laws and ensures proper documentation, confidentiality, and reporting requirements are met. Leads and conducts complex internal investigations involving allegations of discrimination, harassment, retaliation, misconduct, wage and hour violations, and other workplace complaints. Reviews investigative findings prepared by HR Business Partners for consistency, legal sufficiency, and procedural integrity. Prepares detailed reports with findings and recommendations. Reviews and evaluates disciplinary actions, performance management documentation, and Performance Improvement Plans (PIPs) to ensure fairness, consistency, and compliance with applicable laws, Civil Service rules, and Memoranda of Understanding (MOUs). Provides guidance to department directors, managers, and supervisors regarding corrective action, documentation standards, and risk mitigation strategies. Serves as the City’s HRBP Administrator by providing leadership, coordination, and functional oversight to HR Business Partners assigned across divisions. Establishes standardized HRBP operating procedures, case management protocols, reporting requirements, and service delivery standards to ensure consistent application of policies and MOUs Citywide. Manages the HRBP Program and all HRBP division employees. Advises HR Business Partners and management on interpretation of MOUs, grievance procedures, employee relations matters, promotions, demotions, transfers, separations, layoffs, and compensation actions to ensure compliance and consistency. Assists the HR Compliance Officer in labor relations administration, including preparation for grievance hearings, arbitrations, regulatory responses, and other proceedings. May assist in negotiations preparation and documentation but does not serve as the City’s chief negotiator. Supports oversight of workplace safety compliance coordination in partnership with appropriate departments, including monitoring documentation related to OSHA standards, Drug-Free Workplace initiatives, On-the-Job Injury (OJI) programs, and DOT related testing compliance as applicable. Develops and delivers training to supervisors, managers, and HR Business Partners on employee relations, workplace investigations, MOU interpretation, compliance standards, performance management, and employment law updates. Serves as acting HR Compliance Officer in the absence of the Officer, as designated. Drives to attend various meetings with HRBPs and other internal/external stakeholders at various city locations.
